The following Standard Tender Documents (STD) have been prepared by the EBRD for use by the Bank’s clients for the procurement of goods, works and services on Bank-financed projects. Use of these STDs is mandatory for open tendering and competitive selection procedures and may also be adapted for other procedures under the Bank’s Procurement Policy and Rules.
Clients should use the STD and form of contract appropriate to the objectives and circumstances of the project. Some STD’s have been harmonised among the Multilateral Development Banks (MDB). The Bank is not a party to the contract and does not accept legal responsibility for the adequacy of the contract forms contained in these documents. Clients are therefore advised to ensure that the contract conditions are suitable and complete in respect of any particular contract.

Calculation Tool for Evaluation of Submissions.This Excel-based Spreadsheet is provided to facilitate evaluations. The EBRD does not guarantee the adequacy of the spreadsheet’s formulas; the Client/Executing Agency must verify the calculated outcomes.
FIDIC-MDB Harmonised General Conditions of Contract for Construction
EBRD entered into a licence agreement with the International Federation of Consulting Engineers (FIDIC) which gives entities involved in EBRD-financed projects free access to the FIDIC-MDB Harmonised General Conditions of Contract for Construction (the General Conditions) (PDF) Although the EBRD supports the use of these General Conditions, they are not mandatory and other internationally recognised forms of contracts may also be used.
