Rated Criteria
The EBRD's Procurement Policies and Rules place great emphasis on quality, innovation and long-term value for money. EBRD clients use Rated Criteria to evaluate the quality of proposals, such as technical capability, innovation and sustainability. Combined with Economic Criteria, this supports balanced, transparent and evidence-based procurement decisions and is central to delivering high-quality projects that offer value for money for clients.

Why are Rated Criteria used in EBRD-financed projects?
Rated Criteria are particularly important for complex, high-risk or strategically important procurements where price alone is unlikely to identify the proposal best positioned to deliver the required outcomes. Benefits include:

When are clients required to use Rated Criteria?
Unless otherwise agreed with the Bank, Rated Criteria are mandatory for Open Competitive Procedures as set out in Section III, Articles 3.16-3.24 of the EBRD's Procurement Policies and Rules (PPR), where the estimated contract value (excluding value-added tax) exceeds:
- €10 million for goods
- €35 million for works or services
- €100,000 for consultancy services.
Under the EBRD’s updated PPR, Rated Criteria must represent a minimum of 50 per cent of the total evaluation weighting for these procurement proposals.
Rated Criteria may also be applied below these thresholds, where justified by the complexity of the procurement, risk profile, strategic importance, sustainability objectives or market conditions.
Rated Criteria guidance note
This note provides guidance to clients on the use of Rated Criteria to support the evaluation of proposals based on a combination of Rated Criteria and Economic Criteria, achieve value for money, and identify the most economically advantageous proposal.
The EBRD has also created a Rated Criteria Library with illustrative examples of Rated Criteria that can be used when designing criteria for EBRD-funded projects. These examples should be adapted and tailored to reflect the specific context and requirements of each project. Users are encouraged to apply relevant filters to identify the most appropriate criteria for their specific project context.
