Complaints can be submitted by individuals and civil society organisations who have been, or may be, harmed by an EBRD project. Learn how to submit here.
The virtual registry lists complaints registered from 1 July 2020 and legacy cases active at the time. All case related documentation is available here.
The Independent Project Accountability Mechanism (IPAM) addresses concerns raised by project-affected people and organisations in relation to obligations of the EBRD as per the Environmental and Social Policy (ESP) and Access to Information Policy (AIP). IPAM reports directly to the Board of Directors and is independent of Bank management.
The Assessment stage aims to understand the concerns raised in a Request and determine the most appropriate resolution path - Problem Solving, Compliance, or closure
This function supports complainants and clients in finding consensual solutions to the concerns raised. IPAM acts as a third-party facilitator.
This function determines if the EBRD has complied with its ESP and AIP related to project concerns raised in a complaint. IPAM acts as an independent investigator.
IPAM conducts outreach among internal and external stakeholders to ensure that the scope, functions and activities of the mechanism are known and understood.
IPAM routinely shares case insights and offers guidance based on experience and evidence.
IPAM collaborates with peer mechanisms in case processing and other initiatives.
Policy review process
In April 2025 IPAM initiated the review of the Project Accountability Policy (PAP).

IPAM prepares a report annually, describing the cases managed during the year and their outcomes. It also summarises outreach activities undertaken, key trends and/or systemic issues that can help the EBRD learn from case experience.
