IPAM's mandate to conduct outreach among internal and external stakeholders is to ensure that IPAM's purpose, functions and activities are known and understood.
Strategy 2025-2029

The 2025 - 2029 Outreach Strategy shifts IPAM from "building awareness" to "deepening trust and engagement", with a stronger focus on Sub-Saharan Africa, Iraq, shrinking civic space, policy review, social media use, and stronger internal learning.
Why have we revised our strategy?
- Operational experience - move from explaining "what IPAM is" to showing outcomes via cases; expand communication channels, including social media.
- Feedback from stakeholders - refine outreach to meet CSO, client and staff needs.
- Evolving Institutional landscape - expansion to Sub-Saharan Africa and Iraq, shrinking civic space in some regions, staff turnover, and the 2025-26 PAP review.

External engagement
External outreach aims to raise awareness and improve access to IPAM among six key audiences: affected communities, CSOs, technical experts, trade unions, academia, and bank clients. Using tools such as the IPAM website, multilingual materials, social media, reports, and workshops, IPAM works closely with CSOs, peer mechanisms, and EBRD teams to ensure safe access, inclusivity, and transparency.

Internal engagement
Internal outreach raises awareness of the Project Accountability Policy and IPAM’s role among EBRD staff, Board members, and senior management. Key activities include targeted training, country-specific sessions for ROs, knowledge-sharing, and multimedia tools.

Independent Accountability Mechanisms' Network
IPAM is a member of the IAMNet, a network of 23 Independent Accountability Mechanisms that seeks to highlight and establish means for collaboration, cooperation and knowledge sharing amongst mechanisms.

IPAM prepares outreach materials to facilitate access and clarify our processes. These materials are available in all the official languages of the regions where EBRD operates.
