Ternopil District Heating Modernisation Project
GENERAL PROCUREMENT NOTICE
This is an update of the original notice published on 12 August 2012.
Communal Enterprise “Ternopilmiskteplokomunenergo” of the Ternopil City Council, a municipal district heating utility, has applied for a loan from the European Bank for Reconstruction and Development (“EBRD” or “the Bank”), a loan from the Clean Technology Fund (“CTF”) and a grant from the Eastern Europe Energy Efficiency and Environment Partnership ("E5P") Fund for a project aimed at improving the energy efficiency, reducing energy losses, gas and electricity consumption and improving the quality of heat and hot water supply services in the City of Ternopil. The Project has a total estimated cost of approximately EUR 18.1 million equivalent. The remaining components to be procured are:
- Biomass fuelled boiler plant (estimated heat capacity of 10 MW)
- Replacement of obsolete pipes (2 lots)
- Dispatching and monitoring system (SCADA)
Tendering for the above contracts is expected to begin in the Q1 2020.
Contracts to be financed with the proceeds of the loans from the Bank and CTF and the grant from E5P will be subject to the EBRD Procurement Policies and Rules and will be open to firms from any country. The proceeds of the loans and the grant will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter
