This Notice is an update to the GPN originally published on the EBRD’s website on July 12th, 2017.

The main direction of development of Georgian transmission grid is to reinforce of 500kV transmission grid from West (HPPs) to East and South (Consumption and Export), to integrate to the grid the new HPPs and to reinforce the cross-border transmission network. In order to optimize the load flows, increase the transfer capacity, improve the security of supply of the grid, and be able to connect the new HPP’s to be constructed, JSC Georgian State Electrosystem (“GSE”) has developed a 10 Year Network Development Plan for Georgia.

The European Bank for Reconstruction and Development (EBRD) and the German Financial Cooperation through KfW Development Bank now intend to provide funding towards the cost of the Open Program Extension Transmission Network Georgia (Phase 2). Consulting services will be paid from KfW funds and partly from grants funds provided through the Neighbourhood Investment Facility (NIF) of the EU.

The part of the program for which financing by EBRD is foreseen comprises the following goods, works and services:

  1. Design, Supply, Installation and Commissioning of Transmission Lines for:

LOT 1: Jvari-Nenskra-Mestia OHLs and Tie-in Kavkasioni 500kV OHL and 220 kV UGC for SS Nenskra and HPP Nenskra connection

LOT 2: Lajanuri-Tskaltubo OHLs, Namakhvani-Tskaltubo and Namakhvani-Tvishi-Lajanuri OHLs and 220kV OHL New Lajanuri-Lajanuri HPP

  1. Design, Supply, Installation and Commissioning of Substation for:

Construction of 500/220/110 kV Nenskra Substation, Extension of the 500 kV switchyard in Jvari substation; and 220kV Extension in Tskaltubo S/S (one additional DBB bays in 220kV Tskaltubo switchyard).

For the above substations and transmission lines components Prequalification procedures has been launched in May 2018. The Applications’ submission deadline has been closed in June, 2018. Prequalification is in process.

only prequalified applicants will be invited for tendering that will be executing in accordance with EBRD’s Procurement Policies and Rules (PP&R). The tendering process is expected to be launched in September, 2018.

The selection process of Consultant for implementation of above-mentioned projects, under the KfW and EU/NIF,funding has been completed. Currently, the Contracts are ongoing.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and are open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
