The European Bank of Reconstruction and Development (the “EBRD” or the “Bank”) is considering a sovereign loan to finance a solid waste management project for the Puhovichy and Cherven districts in Belarus (the “Project”). The main components of the Project include: (i) the construction of an EU compliant regional sanitary landfill, (ii) a sorting facility, (iii) a composting facility, and (iv) vehicles and equipment for improvement of the waste collection system.
The solid waste management in the Puhovichy and Cherven districts are managed by the Puhovichy Housing and Communal Service Company (“HCSC”) and Cherven HCSC respectively, serving a total population of 110,000 people. Puhovichy HCSC is the bigger company of the two and in addition to waste management services, it also operates services such as central heating, technical services for housing and other public utilities. Cherven HCSC has a similar profile and is responsible for managing solid waste, as well as providing hot water, central heating and technical services for households.
A feasibility study on the construction of a municipal solid waste landfill and a transfer station in order to increase the effectiveness of waste management in the Puhovichy district was carried out in 2013-2014. The study recommended to establish a regional waste management system, including a landfill disposal and transfer station for the districts of Puhovichy and Cherven. Another key recommendation from the study was to establish a new common landfill at the old sand quarry near the Municipality of Rovchak for the safe disposal of municipal solid waste from the above districts and rural communities.
Since the completion of the feasibility study, the EBRD has had discussions with the Ministry for Housing and Communal Services about the proposal of including additional regions and districts in the original catchment area. The total population to be covered by the Project would increase from the original 110,000 people to be serviced to 230,000 people by 2030 by the development of a new satellite town near Rudensk. Following detailed discussions and site visits to potential locations for the new landfill site to cater for the extended region , the Bank is seeking to appoint a suitably qualified consultant (the “Consultant”) to carry out an additional study to clarify a number of technical and cost aspects related to the extension of the project, in accordance with the requirements as set out below (the “Assignment”).
The Consultant shall assist the Bank to carry out a technical review including without limitation an investment plan for the planned extension of the Project area.
Specifically, the Consultant shall provide services as follows:
• Assess current waste management system conditions, identify existing equipment, infrastructure, company structures, companies set-up, local institutional set-up, existing collection contract regimes (if any), private sector involvement, assets ownership; provide a detailed analysis on current number of customers, collection methods, solid waste disposal, billing, collection of payment; update a forecast model on waste quantities, composition, distribution; and assess future logistics requirements.
• Prepare an update estimate of the forecast of waste quantities
• Develop a detailed technical and environmental comparison between the two alternatives, including groundwater analysis and site investigations
• Verify the sanitary protection zone (“SPZ”) distances
• Review of transportation routes and pedestrian/road safety arrangements
• Assess the requirement of Transfer Station with enlarged project area and any additional land acquisition this may involve;
• Assess the closure of the existing landfills in Puhovichy and Cherven districts;
• Assess waste pickers
• Confirm project cost estimations.
Once the preferred site is identified, confirmed and approved by the Client and the Bank, the Consultant should complete:
• Assess the technical consequences for the proposed landfill and prepare a revised plan for the stepwise extension of the landfill and an estimate of the total active landfill lifetime.
• Estimate additional investments
• Assess the possibility of landfill gas extraction and energy production based on the expanded catchment area.
• Identify any institutional restrictions and prepare solutions
• Update the existing financial model and Economic Rate of Return calculation.
• Carry out a greenhouse gas (“GHG”) assessment of the project,
• Prepare a summary table for the Bank including project benefits expected in line with Bank monitoring indicators;
• Based on the findings from the above, recommend actions to be taken by the Bank.
Status of Selection Process: Interested firms or groups of firms are hereby invited to submit expressions of interest.
Assignment Start Date and Duration: The Assignment is expected to start in June 2015 and has an estimated overall duration of three months.
Maximum Cost Estimate for the Assignment: EUR 200,000 (exclusive of VAT). Subject to availability of funding, the performance of the selected Consultant and the specific needs of the Bank the Assignment may be extended beyond the current scope.
The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Eligibility: Participation is restricted to firms registered in the Czech Republic and experts being either Czech nationals or permanent employees of the firm registered in Czech Republic. Up to a maximum of 35% of the total contract amount may be used to finance services of local experts who are nationals of Belarus or consultancy firms registered in Belarus.
Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous experience related to solid waste management projects, including without limitation experience in developing waste management projects, waste management practices, the financial and technical issues of the sector, investment and operating costs and practices, and the relevant Regional and European Union environmental laws and standards.
Subject to the above referenced eligibility criteria, it is essential that the Consultant’s team has local experts who can demonstrate experience in the areas of the Assignment.
The Consultant’s expert team is expected to include key experts as follows:
• International Team Leader/Landfill Expert;
• International Environmental / Social Experts;
• International Solid Waste Management Expert;
• Financial and cost expert;
• National Institutional Expert;
• Local hydrogeology experts; and
• Local support experts
All experts should be fluent in English. The Consultant’s team should contain experts who are fluent in Russian.
Submission Requirements: In order to determine the capability and experience of Consultants seeking to be selected for this Assignment, the information submitted should include the following:
1. Company/group of firms’ profile, organisation and staffing (max. 2-4 pages).
2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration) , main activities, objectives.
3.
