Assignment Description:
The City of Khorog (the “City”) has approached the European Bank for Reconstruction and Development (“EBRD” or the “Bank”) to request assistance to improve the solid waste management situation in the City by financing a priority investment program (“PIP”) (the “Project”). Total investments are expected to be approximately USD 4 million; consisting of a loan of up to USD 2 million from the Bank and a capital expenditure grant of up to USD 2 million is expected to be provided by Switzerland to co-finance the Project.
 
The City is located 517 km south east of Dushanbe, has a population of 28,343 inhabitants. Home to approximately 206,000 people, Gorno-Badakhshan Province (the “Province”) is the least populated province in Tajikistan.
 
Solid waste management in the City currently falls under the responsibility of the Khorog City State Unitary Communal Enterprise Khojagii Manziliy Kommunali (the “Company” or the “Client”), a division of the central governmental agency responsible for the delivery of basic municipal services in Tajikistan. Currently, the activities of KMK are financed through tariffs and budgetary transfers from the Central Government.
 
The quality of solid waste management services are low due to a lack of budget funds for large capital expenditure resulting in old equipment, high cost of maintenance and repair of trucks for waste collection and disposal, and no qualified staff for operation. The main constraints in waste collection are related to the reduced number of containers and working trucks, which leads to waste not being collected frequently enough and/or openly tipped at numerous places around the City.
 
The Project in Khorog will make use of the experience gained in the previous projects in solid waste sector of Tajikistan and will help to improve solid waste management services by investing in and supporting the reorganisation of the solid waste management system. Within this project, two different assignments will be given: Consultancy Services for (a) “Project Implementation Support, Engineering Design Services and Contract Supervision” and Consultancy Services for (b) “Corporate Development, Stakeholder Participation and City Support Programme”. This invitation only concerns Consultancy service (a).
 
The coordination between the two Consultancies of the Solid Waste Project (a +b) will be important in order to ensure correct alignment and timing of the activities by each of the consultants.
 
The Project will include the following investment components: (i) Remediation and Extension the City Landfill; (ii) Remediation and Extension of Waste Collection and Transport System; (iii) Reconstruction of the Operation Centre of the Company in the City.
 
The Company intends to engage a consultant (the “Consultant”) to provide timely and effective implementation support for the Project and also provide assistance to the City for the assignment “Project Implementation Support, Engineering Design Services and Contract Supervision” (the “Assignment”).
 
The Consultant is expected to perform the following main tasks:
  1. Overall project management support;
  2. Design and preparation of technical specifications ;
  3. Procurement support:
  4. Support with disbursement;
  5. Technical supervision.
 
Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.
 
Assignment Start Date and Duration: The Assignment is expected to start in Q3 2015 and has an estimated overall duration of 3 years. 
 
Maximum Budget available for the Assignment: USD 700,000 (exclusive of VAT).
The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.
 
Funding Source: It is expected that the Assignment will be funded through the EBRD's donor funded Technical Cooperation Funds Programme. Please note selection and contracting will be subject to the availability of funding.
 
Eligibility: There are no eligibility restrictions.
 
Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous project experience in project implementation support, engineering design services and contract supervision assignments, including specific experience in the solid waste sector. The firm should have previous project experience similar projects in CIS, preferably in Central Asia, and experience related to procurement of goods and works in accordance with policies and rules of  International Financial Institutions.
 
The Consultant team of key experts should comprise the following expertise:
  • Project Manager;
  • Local Project Manager;
  • IFI Procurement, Contracts and Disbursement Specialist;
  • International Solid Waste Engineer with relevant international project experience in design and supervision of procurements and construction works in waste management projects including construction and/or remediation of solid waste landfills;
  • International Designers with practical experience in design works for solid waste landfills using modern design software applicable for landfill design;
  • Local Engineers with practical experience in supervision of procurements and construction works;
  • Local Designers;
  • Environmental, Health & Safety and Social experts with past experience of IFI projects
The Consultant shall be responsible for mobilisation of qualified engineers, technicians and other professional staff with the proven experience in the administrative management, procurement, design and supervision of similar construction works and acquiring the equipment for the projects in comparable climatic and geological conditions.
 
All technical and financial experts should have preferably 5 years of experience in the area of expertise for which they are proposed, including:
  • design and project management experience gained in countries with conditions similar to Tajikistan;
  • construction and supervision and supply supervision experience gained in countries with conditions similar to Tajikistan;
  • experience in design of municipal solid waste management projects;
  • experience in (i) planning and design activities; (ii) assistance with planning and design activities; (iii) project management; (iv) project management assistance; (v) engineering; (vi) procurement of goods, works and services;
  • a good knowledge of procedures and rules of procurement of international financial institutions, such as the EBRD, World Bank or ADB, knowledge of FIDIC and World Bank/EBRD Supply and Installation contractual arrangements;
  • have a good knowledge of requirements of Tajik legislation concerning construction, financial and accounting issues.
 
Submission Requirements: In order to determine the capability and experience of Consultants to be shortlisted, the information submitted should include the following:
 
(a) brief overview of the firm/group of firms including company profile, organisation and staffing;
 
(b) details of similar experience of firm or group of firms and related assignments undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting, main activities, objectives;
 
(c) CVs of key experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

The expression of interest shall not exceed 25 pages (excluding CVs and contact sheet).
 
One original of the expression of interest in English and Russian, shall be submitted to the Client in an envelope marked “EXPRESSION OF INTEREST for  Khorog Solid Waste – Project Implementation Support, Engineering Design Services and Contract Supervision”, to reach the Client not later than 13 May 2015 at 11:00am (Dushanbe time).

Important Notes:
1. Following this invitation for expressions of interest, a shortlist of qualified firms will be formally invited to submit proposals. Consultant selection and contracting will be subject to availability of funding.
2. The Expressions of Interest will be evaluated on the basis of the following criteria:
  • Consultancy firm(s)’ experience in project implementation support, engineering design services and contract supervision assignments, including specific experience in the solid waste sector - 40%
  • Firm’s experience in implementing similar projects in CIS, preferably in Central Asia– 20%
  • Firm’s experience related to procurement of goods and works in accordance with policies and rules of International Financial Institutions – 10%
  • CVs of key experts - 30%
3. Firms are permitted to participate in the Khorog Solid Waste - Project Implementation Support, Engineering Design Services and Contract Supverision as well as the Khorog Solid Waste - Corporate Development, Stakeholders Participation and City Support Programme assignments. However, firms will only be eligible to be awarded one of the assignments.
