Minsk Vodokanal Project

Municipal Unitary Enterprise “Minskvodokanal” (the “Company” or the “Client”) intends using the proceeds of the loans from the European Bank for Reconstruction and Development ( the “Bank” or “EBRD”) and the European Investment Bank (“EIB”) for a project to finance the rehabilitation and optimisation of the Company’s existing wastewater treatment plant and construction of a cost efficient, modern sludge management solution to ensure compliance with both national and EU standards for effluent quality treatment, resulting in significant environmental and social benefits (the “Project”). The proposed investment project, which has a total estimated cost of EUR 168 million equivalent, will require the procurement of the following goods, works and services:

  • Rehabilitation of WWTP and construction of wastewater sludge management and disposal facility

The prequalification for the above contract is expected to begin in the Q2 2019.

The following consultancy services, to be financed from the technical cooperation grants of various donors and Client’s own funds, will be procured within the framework of the Project:

  • Project Procurement and Implementation Support (Client contracted);
  • Construction Supervision (Client contracted);
  • Corporate Development Programme (Client contracted)
  • Lenders’ Technical Monitor (Bank contracted)

Contracts to be financed with the proceeds of the EBRD and EIB loans and technical cooperation grants will be subject to the Bank's Procurement Policies and Rules Rev. November 2017 (http://www.ebrd.com/work-with-us/procurement/policies-and-rules.html) and will be open to firms from any country. The proceeds of the EBRD and EIB loans and technical cooperation grants will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
