This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices ( ) on 24 March 2017 and updated on 9 April 2018.

GREATER AMMAN MUNICIPALITY (GAM) hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a grant from the Department for International Development (DFID) towards the cost of GAM Solid Waste Crisis Response Programme.

The Purchaser now invites sealed tenders from Suppliers for the following contracts to be funded from part of the proceeds of the grant:

Lot 1    Dump trucks

Lot 2    Bus

Suppliers shall provide vehicle preventative and corrective maintenance for two (2) years.

Tenders are invited for one or the two lots.  Each lot must be priced separately.  Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.  Tendering for contracts that are to be financed with the proceeds of a grant from DFID is open to firms from any country.

Requirements for tenderer’s qualification are as follows:

  1. Financial resources. The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than the amounts indicated in the table below.

  1. Experience as Supplier, in at least 2 contracts within the last 5 years, with an aggregate value of at least the amounts shown in the table below, that have been successfully and substantially completed and that are similar to the proposed Goods and provided the related maintenance services for at least 1 year, the services shall include preventative and corrective maintenance and delivery of spare parts. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Supply Requirements.

A complete set of Tender Documents in English may be purchased by interested Tenderers on the submission of a written Application to the address below and upon payment of a non-refundable fee of (100 JOD) or any equivalent amount in any convertible currency exclusive transaction or currency conversion fees, to be paid directly at GAM premises or using bank transfer. Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by courier, however, no liability can be accepted for loss or late delivery. If requested the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

Tenderers who wish to offer more than one lot shall provide tender security in the amount equal to the sum of tender securities for the respective lots. Tenders must be delivered to the office at the address below on or before 12:00 noon time Amman time, 20 May 2019 at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
