The Executing Agency: KOSTT – Transmission System and Market Operator J.S.C. (the Client)
The Transmission System and Market Operator Company in Kosovo (KOSTT or the Client) is 100% state-owned power utility responsible for electricity transmission in Kosovo. Following the agreement between Serbia and Kosovo relating to energy, Transmission, System and Market Operator j.s.c. – KOSTT, will assume the responsibilities of a fully independent Transmission System Operator, which aims to become an early member of European Network of Transmission System Operators for Electricity (ENTSO-E). The European Bank for Reconstruction and Development (“EBRD” or “the Bank”) is considering providing finance (a loan of up to EUR 30 million) to KOSTT for investments in network strengthening and improvement which will provide the technical basis to satisfy the grid safety criteria of ENTSO-E (“the Project”).
The Bank funded investment will enable KOSTT to achieve full compliance with the N-1 electricity transmission grid security criteria. This is a key technical requirement for KOSTT to join ENTSO-E, which seeks to promote market integration and transparency in electricity transmission.
The Client intends to engage a consulting firm (the Consultant) to provide capacity building assistance to KOSTT in the management of responsibilities assumed under ENTSO-E membership, and in responding to developments in the liberalisation of Kosovo’s power market.
The overall objective the Assignment is to strengthen the functional and technical capacity of KOSTT, which would enable KOSTT to become a competent player in the regional electricity market and fully in compliance with requirements of the Energy Community Treaty (“the ECT”) and ENTSO-E membership.
The Consultant will provide technical assistance and on the job training to KOSTT to help achieve the above objectives. The assignment is expected to improve professional capacity of KOSTT staff. The Consultant will work closely with KOSTT staff and provide on the job training during the tasks detailed below. The Consultant is required to support KOSTT in the tasks listed below:
Task 1: Assistance to the System Operator (SO)
The Consultant will support the SO on implementation of ENTSO-E policies. This includes all Operational Procedures needed to reflect new requirements.
Task 2: Assistance to the Market Operator (MO)
The Consultant will support the MO in the implementation of the ‘Kosovo Electricity Market Model’ (KEMM). This includes producing all needed Operational Procedures to reflect the planned liberalisation of the market (in line with EU Directives).
Task 3: ENTSO-E membership
Assist KOSTT in becoming a member of ENTSO-E and in participating in technical and commercial mechanisms operating under ENSTO-E and support KOSTT during the implementation of ENTSO-E Procedures.
Task 4: Tariffs
Advise KOSTT on potential operational efficiencies and use of appropriate regulatory WACC in calculating regulated revenues.
Task 5: Corporate Restructuring
The Consultant will undertake a high level review of the existing organisational structure of KOSTT, and to propose any changes in this structure that the consultants believe necessary based on developments and changes required for ENTSO-E entry, and in market operation.
Assignment Start Date and Duration: It is envisaged that the assignment will start in Q2 2015 with the duration of up to 24 months.
Cost Estimate for the Assignment: EUR 1,200,000; Exclusive of VAT.
The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such determination in the response to the Notice. If any indirect taxes/VAT are payable, the client will have to pay indirect taxes/VAT element to the services directly to the consultant/s unless otherwise agreed.
Funding Source: The contract will be funded through the Norway TC Fund (EUR 370,000) and Shareholder Special Fund (EUR 830,000)
Eligibility: There are no eligibility restrictions.
Consultant Profile: Corporate Services are required. The consultancy firms seeking to be shortlisted should demonstrate relevant experience in the power transmission sector in similar assignments in the past ten years.
The Consultant is expected to provide a team of experts with necessary qualification and skills to deliver the above-mentioned services timely and within budget. The consultant team is expected to comprise of the following key positions:
Key Expert 1: Team Leader
The Team Leader should possess an excellent knowledge of English for coordination and report writing purposes. The Team Leader should have the following experience:
- Experience in project management (experience acting as team leader/ project manager on at least one project similar in nature to this project in the last 7years would be an advantage.
- Relevant experience in High Voltage substation and transmission lines.
- Relevant experience in the operation of the transmission system and electricity trading practices.
Key Expert 2: Network and system operation expert with 10 or more years of experience
Key Expert 3: Power market operation expert with 10 or more years of experience.
Key Expert 4: Financial/Regulatory expert with 10 or more years of experience.
Short Term Experts with extensive experience in the following areas of work:
- Environmental issues;
- Corporate restructuring and operational efficiencies;
- Commercialisation of the spare the Optical Ground Wires capacities;
- Transmission capacity market, electricity markets-balancing, DAM, intra-day markets etc.
- With knowledge of the Kosovo’s power system;
- With knowledge of the Kosovo’s regulatory regime.
- Experienced administrator.

In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted should include the following:
- company profile, organisation and staffing;
- a copy of the Consultant's valid company registration certificate;
- details of experience or similar assignments undertaken in the previous five years, including their locations;
- proposed consultant team composition and CVs of the key experts in line with section consultant profile who could be available to work on the assignment.

One original and 3 (three) copies of the above information, in English language should be submitted to the Client in an envelope marked Expression of Interest for Consultant for the Project Preparation Support for Kosovo Transmission Development Project, to reach the Client not later than 15 January 2015 at 14:00 Pristina time (1 month from notice publication).

Following this Invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals.
The shortlisting criteria are as follows:
- Experience of consultant relevant to the assignment - 50%
- Experience in locations with similar geographic and economic conditions – 20%
- Team composition and calibre of the key experts - 30%
