Overview

The provision of a sovereign loan of up to €30 million to the Republic of Tajikistan to finance improvements of public transport infrastructure in the riverside area of Dushanbe (the project). The project consists of: (i) the reconstruction of roads and a bridge over the Varzob river, (ii) the provision of infrastructure for sustainable mobility, including dedicated bus/trolleybus lanes, infrastructure for active mobility (walking and cycling) and electric mobility.

Project description

Project objectives

The Project will facilitate the City of Dushanbe (the City or client) to enhance the transportation infrastructure, notably through the promotion of sustainable mobility options, and provision for electric vehicle charging infrastructure. The Project is a second follow-on investment under the Dushanbe Green City Action Plan (GCAP). In addition, the project is anticipated to create positive impacts by catalysing fundamental shift in transportation habits i encouraging transition from private vehicles to sustainable modes of mobility. The project's objective is to transform one of the city's avenues into a model for sustainable mobility. This will result in a notable enhancement in environmental conditions, marked reductions in air and noise pollution, and a significant decrease in greenhouse gas emissions. By doing so, the project aims not only to contribute to environmental sustainability but also to mitigate the impacts of climate change.

Green (primary): The Project will primarily help to promote the Green transition quality via integration of sustainable mobility. The Project will improve the public transport network through a dedicated bus lane provision as well as improve non-motorised transport provision. These improvements will lead to reduction in CO2 emissions by 37 per cent compared to the "Do Nothing Scenario" and will reduce air pollutants (namely NOx, PM and SO2) and will also limit heat absorption (through cool pavements), making the Project eligible for inclusion under the Green Cities Framework. The Project addresses the City's priority environmental challenges identified in the Dushanbe GCAP, i.e. air pollution, climate mitigation and adaptation. The Project will further contribute to reduction of noise pollution.
Well-Governed (secondary): The Project will also support the Well-governed objective through assisting the City in developing Sustainable Urban Mobility Plan ("SUMP"). The SUMP will include transport model development, assessment of traffic flows in Dushanbe and identification of measures to improve access and provision to sustainable urban mobility modes, as well as relevant actions to improve integration with urban planning and development needs.

Additionality

The EBRD offers a tenor and/or a grace period above the market average, necessary to structure the project (20 years, including a 5-year grace period). Such terms are not currently available from commercial banks.

The EBRD will help mitigate carbon transition risks and take climate action, such as to move along a low carbon transition pathway. The project is expected to result in reductions of CO2 emissions (37 per cent), as well as NOx, PM and SO2 emission reduction (29 per cent). Without the Bank's participation, higher environmental standards might not have been pursued.

The EBRD will support the transition to a public transport centric traffic model for the City promoting active mobility infrastructure (walking and cycling), as well as further integration of EV charging infrastructure. The Bank will also support the client to achieve higher standards through its conditionalities (e.g. PP&R and ESAP).

Environmental & Social Summary

Categorised B (2019 ESP). This Project is expected to have results in improved journey times, public transport prioritisation, better road and pedestrian safety and provide infrastructure for future e-mobility and represents a key opportunity to redevelop underused areas. The road sections to be upgraded under the Project were selected based on Dushanbe municipality strategic/general roads plan for development of the road network and seek to mitigate the current situation of the traffic flow congestions suffered by the city. The Bank commissioned a feasibility study assignment in November 2022, where an independent consultant carried out a series of due diligence assessments on the existing project designs, including the environmental and social due diligence (ESDD), technical due diligence, a road safety audit and climate assessment. Following the review of the feasibility study, assessment of alternatives and ESDD, it was determined that the environmental and social (E&S) impacts associated with this Project are assessed to be readily identified and managed via the implementation of the environmental and social action plan (ESAP). An environmental and social management plan (ESMP), a stakeholder engagement plan (SEP), a non-technical summary (NTS), Resettlement framework (RF) and an ESAP have been prepared for the project, which are to be agreed with the Client before the Board and disclosed by the Client.

The Project has been through the local EIA procedure and environmental permits have been obtained by the Client. ESDD has identified the need for improvements to the Clients environmental, health and safety and labour and contractor management arrangements, which requires capacity building, resources and improved oversight arrangements to be put in place to structure the Project to meet the Banks PRs which have been addressed in the ESAP.

Potential relevant impacts on land and livelihoods will be addressed through the implementation of appropriate resettlement plan, which will be developed based on the land acquisition and Resettlement Framework developed as part of the ESDD. No physical displacement is expected to take place, but potential temporary restrictions in access to land might still happen during rehabilitation activities impacting especially continuation of the businesses during the construction stage. This will be addressed via measures and compensation agreed with project affected people and businesses in line with PR 5, with a focus on assessing and addressing impacts to vulnerable households.

The ESAP includes actions for the client in relation to developing an environmental and social management system (ESMS) and related management plans for the construction and operation phases of the Project. It will also require the Client to dedicate E&S and H&S resources within the Project Implementation Unit (PIU) through the PIU Advisory assignment for the execution of the Project in compliance with Bank's and local legislation requirements and improve contractor management monitoring. A Supervising Engineer team and a Project Implementation Support consultant with adequate E&S resources will be engaged to ensure implementation of ESAP and applicable E&S requirements. As for some sections of the Project the construction activities will be undertaken while a part of the road will be in operation, requiring particular attention to stakeholder engagement, traffic management and road safety will be required including occupational road risk management arrangements. Also recommendations of the road safety audit shall be implemented into the design and construction phase of the Project. Due to the potential change of traffic modalities and patterns during the construction and later operation phase, the Bank will support the Client with a post-signing TC for a road safety awareness raising campaign with a focus to vulnerable groups, pedestrians and cyclists.

Stakeholder engagement activities have been undertaken as part of the feasibility study with the help of the independent consultant and the Client will ensure that SEP is implemented during the whole life-cycle of the project, and a third-party grievance mechanism is in place and operational. The EBRD will monitor the Project's environmental and social performance and compliance with the EBRD PRs by reviewing reports on environmental and social matters, and implementation of the ESAP. Site visits to monitor the Project will also be carried out periodically during construction.

TC1: Technical and economic due diligence, € 691,740, financed by the EBRD Shareholder Special Fund (SSF);

Post-signing:

TC2: Project Implementation Support, € 320,000, proposed to be financed by international donors or the SSF;

TC3: Sustainable Urban Mobility Plan, € 900,000, proposed to be financed by international donors or the SSF;

TC 4: PIU Advisory, € 225,000, proposed to be financed by the SSF or the EBRD Sustainable Infrastructure Fund.

Environmental and Social Policy (ESP)

The ESP and its associated Environmental and Social Requirements (ESRs) set out the ways in which the EBRD implements its commitment to promoting “environmentally sound and sustainable development”. The ESP and the ESRs include specific provisions for clients to comply with the applicable requirements of national laws on public information and consultation, and to establish a grievance mechanism to receive and facilitate resolution of stakeholders’ concerns and grievances, in particular, about the environmental and social (E&S) performance of the client and the project. Proportionate to the nature and scale of a project’s environmental and social risks and impacts, the EBRD also requires its clients to disclose information, as appropriate, about the risks and impacts of projects or to undertake meaningful consultation with stakeholders and consider and respond to their feedback.

Integrity and compliance

The EBRD's Office of the Chief Compliance Officer (OCCO) promotes good governance and ensures that the highest standards of integrity are applied to all of the Bank's activities in accordance with international best practice. Integrity due diligence is conducted on all Bank clients to ensure that projects do not present unacceptable integrity or reputational risks to the Bank. The EBRD believes that identifying and resolving issues in the project assessment and approval stages is the most effective means of ensuring the integrity of Bank transactions. OCCO plays a key role in these protective efforts andhelps to monitor integrity risks in projects post-investment.

OCCO is further responsible for investigating allegations of fraud, corruption and misconduct in EBRD-financed projects. Anyone, either within or outside the Bank, who suspects fraud or corruption should submit a written report to the Chief Compliance Officer by email to compliance@ebrd.com. OCCO will follow-up all matters reported. It will review all matters reported. Reports can be made in any language of the Bank or of the Bank's countries of operation. The information provided must be made in good faith.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (for example, through the client’s project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the mechanism is: to support dialogue between project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or the project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
