Overview

Provision of a sovereign loan of up to EUR 35 million to the Arab Republic of Egypt, to be on-lent to Egyptian National Railways ("ENR").

The loan will be used to partially finance the supply and installation of the railway tracks, and signalling and telecommunication systems of Robeiky - 10th of Ramadan - Belbeis Railway Line ("the Project"). It is expected that the remaining part of the Project cost will be financed by another financial institution via a sovereign loan. The Government of Egypt ("GoE") will self-fund the Project's civil works.

Project description

Provision of a sovereign loan of up to EUR 35 million to the Arab Republic of Egypt, to be on-lent to Egyptian National Railways ("ENR").

Project objectives

The Project will connect the 10th Ramadan Dry Port PPP project ("DP 10") to ENR's main network, and in parallel allow freight traffic from / to a number of ports to bypass the Cairo railway node and save time. It is expected to serve containerised cargo through ENR's existing fleet. It will also serve commuting traffic between Robeiky, 10th Ramadan and Belbeis. As such, the Project will contribute to a modal shift of cargo and passenger transport from road to rail. The Project therefore represents a greener transport solution. It also represents an enabling infrastructure for the DP 10, which represents an integral part of the GoE's plan to develop intermodal transport systems and engage the private sector to accelerate the green transition.

EGYPT SOVEREIGN

ENR is a vertically integrated railway. It is the sole player responsible for the administration, operation and maintenance of Egypt's railways. It is established as a National Authority under the Ministry of Transport and carries out both service operation and infrastructure management, under a 1980 Railway Law amended in 2018 allowing more private sector involvement.

ENR operates an extensive network covering all major population centres including a total network length of over 10,000 km with around 60% of the network concentrated in the Nile Delta region and along the Nile River valley, connecting Alexandria and Cairo with the main cities in the north of the country and with all the cities in the Nile River basin down to Aswan and Safaga on the Red Sea. A few branch lines connect the eastern and western desert regions for transportation of mineral ores. The total population served by the rail transport is about 40 million people concentrated along the aforementioned rail network.

Environmental & Social Summary

Environmental and Social Due Diligence (ESDD) by independant consultants confirmed categorisation B for the Robeiky-10th of Ramadan link. The ESDD included a review of the current status of ENRs corporate E&S arrangements compared to the Banks 2019 ESP and their current capacity to implement the project in line with the PRs. ENRs E&S performance will also be reviewed through Annual E&S Reporting. Other key E&S risks and impacts to be monitored during construction will include labour and working conditions, contractor management, worker and public health and safety and operational rail safety. The ESDD also covered community and worker health and safety exposed to rail operations to assess risks both during construction and operational phases and the mitigation measures that may be necessary during construction. The Bank will also work with ENR on public health and safety awareness raising linked to railways and safe crossings. Based on the ESDD outcomes, an ESAP was agreed with the client to be implemented during Project implementation.

Technical Cooperation and Grant Financing

The project is expected to benefit from the following post-signing Technical Co-operation assignments:

Development of a public awareness campaign, targeting local communities including young people, children, and their families, to support ENR in preventing railway crossing accidents.
Support on the implementation of the Corporate Governance Plan Compliance programme
Lender's technical monitoring support

The TC programme could be subject to change.

Environmental and Social Policy (ESP)

The ESP and its associated Environmental and Social Requirements (ESRs) set out the ways in which the EBRD implements its commitment to promoting “environmentally sound and sustainable development”. The ESP and the ESRs include specific provisions for clients to comply with the applicable requirements of national laws on public information and consultation, and to establish a grievance mechanism to receive and facilitate resolution of stakeholders’ concerns and grievances, in particular, about the environmental and social (E&S) performance of the client and the project. Proportionate to the nature and scale of a project’s environmental and social risks and impacts, the EBRD also requires its clients to disclose information, as appropriate, about the risks and impacts of projects or to undertake meaningful consultation with stakeholders and consider and respond to their feedback.

Integrity and compliance

The EBRD's Office of the Chief Compliance Officer (OCCO) promotes good governance and ensures that the highest standards of integrity are applied to all of the Bank's activities in accordance with international best practice. Integrity due diligence is conducted on all Bank clients to ensure that projects do not present unacceptable integrity or reputational risks to the Bank. The EBRD believes that identifying and resolving issues in the project assessment and approval stages is the most effective means of ensuring the integrity of Bank transactions. OCCO plays a key role in these protective efforts andhelps to monitor integrity risks in projects post-investment.

OCCO is further responsible for investigating allegations of fraud, corruption and misconduct in EBRD-financed projects. Anyone, either within or outside the Bank, who suspects fraud or corruption should submit a written report to the Chief Compliance Officer by email to compliance@ebrd.com. OCCO will follow-up all matters reported. It will review all matters reported. Reports can be made in any language of the Bank or of the Bank's countries of operation. The information provided must be made in good faith.

The AIP, which entered into force on 1 January 2025, sets out how the EBRD discloses information and consults with its stakeholders to promote better awareness and understanding of its strategies, policies and operations. Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (for example, through the client’s project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the mechanism is: to support dialogue between project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or the project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
