Supervision of energy efficiency improvement and rehabilitation works for the Oncology Institute -9740-IFT-50601

This Invitation for Proposals is issued by Moldova Energy Projects Implementation Unit (MEPIU), hereinafter referred to as “the Client”, which intends to use part of the proceeds of loans received from European Investment Bank and European Bank for Reconstruction and Development and grants received from EU Neighbourhood Investment Platform towards the cost of supervision of energy efficiency improvement and rehabilitation works for the Oncology Institute.

The Client now invites proposals from prospective consultants for the aforementioned contract.

The procedure is conducted in accordance with the open procedure as described in the EIB Guide to Procurement for projects financed by the EIB, 2024 edition.

The Consultant will be selected using Quality and Cost-Based Selection (QCBS), as specified in the Request for Proposals.

Proposals must be delivered to the address indicated below on or before December 4, 2026, at 11:00 (local time). Electronic submission of Proposals will not be permitted. Late Proposals will be rejected. Only Technical Proposals will be publicly opened immediately after the submission deadline at the address indicated below, in the presence of the consultants’ designated representatives and anyone who chooses to attend. Financial Proposals will remain sealed until their opening in accordance with the RFP.

Access to Request for Proposals (RFP)

The Request for Proposals (RFP) in English may be obtained free of charge in electronic format upon written request to info@ucipe.gov.md.

However, if requested in hard copy, the documents may be purchased upon submission of a written request to the above-mentioned address and payment of a non-refundable fee.

The non-refundable fee amounts to:

• EUR 100.00 (one hundred Euro), net of bank charges – for collection of the printed documents from the MEPIU office; or
• EUR 250.00 (two hundred fifty Euro), net of bank charges – for courier delivery of the printed documents.

Payment shall be made by bank transfer to one of the MEPIU accounts (details provided upon request).

Proof of payment (SWIFT confirmation) must be submitted prior to the release of the printed documents.
