1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project for a total amount of US$ 500 million. This project will be jointly co -financed by the World Bank, Asian Infrastructure Investment Bank, Asian Development Bank, Islamic Development Bank and OPEC Fund for International Development. The total amount of financing to the Republic of Türkiye will be US$ 6.75 billion.

2. Information on the Project

Project Description:

The project will include the following components:

Component 1. Design, Infrastructure, and Superstructure Construction Works

This component will finance goods, works and services to deliver the following outputs:

  • Preparation of detailed engineering designs for all construction and installation works, which will be conducted under a Design-Build implementation approach (FIDIC Yellow Book). This isexpected to improve infrastructure quality outcomes and accelerate physical progress by integrating these interdependent functions under the same
    provider. 
  • Construction of 122.3 km of double-track main line connecting the Çayırova and Çatalca stations and 4.7 km of single-track connections to this mainline, totalling 127 km of electrified, fully signalized high-speed railway infrastructure with a top design speed of 160 km/hr.

Component 2. Design Supervision and Construction Supervision Services

This component comprises the provision of consulting services to review all design and supervise construction/installation works under Component 1, including supervision of the procurement process for Design-Build civil works contracts. These services will review design and supervise installation, and construction works across the full length of the project line, i.e.
covering all construction phases and contracts.

Component 3. Project Implementation and Oversight
Support and Project-level Support to Alleviate Labor Market Gender Gaps Component 3 will enhance project implementation by mobilizing a Project Management Consultant to provide direct implementation support to Implementing Agency, and by engaging an independent Project Implementation Oversight Consultant to support both Implementing Agency and Project Lenders. In addition, a set of qualified individual consultants will be recruited to complement through targeted, task-specific expertise.

A brief description of the works and consulting services to be procured through open international competitive procurement:

1.      Works and electrification (Design-Build) of 122.3 km of double-track main line connecting the Çayırova and Çatalca stations and 4.7 km of single-track connections to this mainline,

2.      Design, supply and installation of signaling, and telecommunication works of the lines

3.      Consulting services for Project Management to provide direct implementation support to Implementing Agency and capacity building.

4.      Consulting services for construction supervision of all works contracts

5.      Consulting services for implementation oversight, including technical support and quality assurance to help meet Implementing Agency and lenders’ requirements.

3. Other Information

Procurement of contracts financed by the World Bank and other co-financiers conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2025) and will be open to all eligible firms and individuals as defined in the Procurement Regulations.   The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website and on the free accessible web
site of Ministry of Transport and Infrastructure Directorate General of Infrastructure Investments (https://aygm.uab.gov.tr) and/or one of the newspapers of national circulation in the Republic of Türkiye and/or official gazette.
