Management, Organisation and Innovation Survey (MOI)

Background
The EBRD implemented the Management, Organisation and Innovation (MOI) Survey in partnership with the World Bank from October 2008 to November 2009, in conjunction with BEEPS IV. The MOI survey is based on the work of Nick Bloom and John Van Reenen. The objective of this survey is to measure and compare management practices across countries, to assess the constraints to private-sector growth and enterprise performance resulting from management practices and to stimulate policy dialogue on management practices and innovation.

Almost 1,800 manufacturing establishments with between 50 and 5,000 employees were interviewed in 10 transition countries (Belarus, Bulgaria, Kazakhstan, Lithuania, Poland, Romania, Russia, Serbia, Ukraine and Uzbekistan), as well as Germany and India. The sampling frame was based on Bureau Van Dijk’s Orbis database where available.

Even though the MOI survey was run in conjunction with BEEPS IV, selected establishments participated in only one of the two surveys, either the BEEPS IV or MOI survey, but not both.

Conditions for use of the MOI datasetsAll users of the data are asked to cite the data as the “EBRD-World Bank Management, Organisation and Innovation (MOI) survey”. For the same reason, we request that the dataset not be distributed further, to ensure that new users see and read this screen.

Accessing and using the MOI survey dataset
The definitions used in the survey questions, as well as their intent are explained in the questionnaire manual. The sampling methodology is described in a short note. More detailed information can be found in the extensive report on methodology and observations.

The survey was targeted at factory, production or operations managers, who are close to day-to-day operations of the firm, but are at the same time senior enough to have an overview of management practices. Interviews were conducted face-to-face in the manager’s native language by interviewers employed by the market research companies hired to implement the MOI survey.
