EBRD, EU support green transformation of Romania’s Port of Constanța

The European Bank for Reconstruction and Development (EBRD) is providing a senior loan of up to €25 million to Constanța South Container Terminal (CSCT), a wholly owned subsidiary of DP World, to support the electrification of operations at Romania's Port of Constanța, to support its green transformation.

The EBRD financing will be complemented by a €19.8 million grant from the European Union under the Alternative Fuels Infrastructure Facility (AFIF), with the remaining €55.2 million funded from the company's own resources.

The €100 million investment programme will finance new electrical infrastructure, including power networks, cold ironing (onshore power supply), transformer stations, grid connections and related installations, as well as the acquisition of electric cranes and electric terminal tractors. The project will help reduce emissions from port operations while improving operational efficiency and vessels calling at the port.

CSCT operates the South Container Terminal at the Port of Constanța under a concession agreement running until 2049. The company is part of DP World, one of the world's largest marine terminal operators, with a global network of ports and logistics assets.

The project is part of the EBRD Green Cities programme, enabling the City of Constanța to join the initiative and develop its Green City Action Plan. By reducing emissions from port operations, it contributes to local environmental objectives and complements ongoing initiatives aimed at improving environmental performance, while incorporating digital, inclusion and gender considerations.

The project is classified as a 100 per cent Green Economy Transition (GET) investment and has been assessed as aligned with the goals of the Paris Agreement. It supports the decarbonisation of transport and logistics infrastructure while contributing to the sustainable development of Romania's largest seaport and one of the most important transport hubs on the Black Sea.
