The Renewable District Energy in the Western Balkans Programme (the ReDEWeB Programme) will contribute to enabling investment in the Renewable District Energy (ReDE) Sector of the Western Balkans (WeB). District Energy (DE) Systems produce and store hot water or chilled water, which is then piped underground to individual residential and commercial buildings for space heating, domestic hot water, and cooling. The ReDEWeB Programme is unique because it will:
support an integrated urban-sustainability-energy focused approach within selected municipalities in the WeB;
- draw on the combined skills and experience of two Bank teams: Municipal and Environmental Infrastructure (MEI) and Energy Efficiency and Climate Change (E2C2).
The ReDEWeB Programme aims to support the establishment of a market for ReDE investment through a range of measures including enabling integration of ReDE into energy and urban plans of municipalities, preparing respective preliminary designs and feasibility studies, and establishing policy frameworks that incentivize the private sector to prepare and submit self-initiated proposals (SIP) for developing ReDE infrastructure. The beneficiaries of ReDEWeB are: Albania; Bosnia and Herzegovina; FYR Macedonia; Kosovo; Montenegro; and Serbia.
In view of the challenges and opportunities for ReDE, the aim of ReDEWeB Programme is to facilitate the development of up to 10 ReDE projects, and to provide the policy and technical support needed for investment origination and support. Specifically, the ReDEWeB Programme aims to:
assist WeB countries in reaching their ReDE contractual obligations coming from the EC Treaty and advancing in readiness to negotiate Chapter 27 of EU accession b) contribute to the establishment of a market for ReDE that in the future could reach EUR 50 million investment into ReDE generation, thermal storage and energy efficiency measures by 2025 contribute to achieving sustainable, liveable and vibrant municipalities in EBRD WeB Region,
support work with both public and private actors to deliver sustainable investments into ReDE,
- support private companies in preparing renewable heating/cooling projects for their own use (industrial parks, shopping malls, retail parks, airports, railway stations, etc.).
The ReDEWeB Programme is designed to complement the Bank’s existing Green Cities Framework. The ReDEWeB Programme will provide support in four main areas of technical assistance:
- Framework policy activities
- City policy activities
- Technical assistance and investment preparation support (to municipalities and developers)
- Capacity building and networking.
The ReDEWeB Programme will also require the support of a ReDEWeB Programme Manager to oversee the implementation of the activities. The Manager will work for the EBRD and in close collaboration with the respective sector teams. The main objective of the Manager is to assist the EBRD to manage the allocation and implementation of the ReDEWeB Programme Account resources, to ensure coordination between the respective sector teams on the activities of the ReDEWeB Programme Account and to support the delivery of integrated approaches. In addition, the ReDEWeB Programme may provide capex grants to eligible investments if resources allow. Use of these resources for investment grants would be agreed on a case by case basis in collaboration with the Government of Austria, as the donor to the ReDEWeB Programme.

Independent Project Accountability Mechanism (IPAM)
If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).
IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
