Project Description

The European Bank for Reconstruction & Development (“EBRD” or “the Bank”) intends to engage a consultant (“the Consultant”) to support Jordan in the development of a Green Hydrogen (“GH2”) production hub in the Aqaba Special Economic Zone (“ASEZ”).

Within this initiative, the Ministry of Energy and Mineral Resources (“MEMR”) has signed (13) Memoranda of Understanding (“MOU”) for the development of GH2 projects in Jordan, with all but one focussing on ammonia production. The exception is a methanol project. As per the signed MOUs, the total production capacity of the potential projects is around 5 million tonnes per annum of green Ammonia requiring around 21 GW of renewable energy sources and around 16 million cubic meters per annum of desalinated water. Each project developer will be responsible for developing the:

GH2/Ammonia production facilities,
renewable energy sources and defining the related required sites,
electricity transmission and distribution networks to supply electricity to the GH2/Ammonia production facilities from the proposed renewable energy sources, and
required infrastructure for desalinated water needs.

MEMR has identified the potential geographical areas for the construction of renewable electricity plants meant to feed the renewable hydrogen installations.

The Aqaba Special Economic Zone Authority (“ASEZA”) has identified the areas for the electrolysers and derivatives production facilities and the desalinisation plants.

As a nascent sector, green hydrogen will require strategic support to reach price predictability and cost-competitiveness with incumbent fuels and feedstocks. While private sector investment is expected to drive green hydrogen production in Jordan, Government support is needed to accelerate the development of the sector and resolve remaining barriers, particularly around regulation, land and water availability, and infrastructure. In this respect, MEMR intends to develop common-use infrastructure for GH2 projects that will be serve as a backbone for the projects slated for implementation in Jordan.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
