Overview

The Green Economy Financing Facility (GEFF) Framework will provide up to EUR 25.9m in the form of senior unsecured loans to Participating Financial Institutions ("PFI") including banks, MFIs and potentially leasing companies. The framework will target gender responsive on-lending to private MSMEs and residential sub-borrowers, which will invest in small-scale renewable energy, water, energy and resource efficiency projects, including the circular economy concept. The GEFF Framework will also support relevant green technology supply chains in WB&G (including for residential purposes). The Framework loans will be funded by the WB&G Trust Fund, and the technical assistance/investment grants will be funded by the European Union through the Sustainable Growth4All Program signed in December 2023.

Project description

Project objectives

To help MSMEs address the issues of restricted access to capital, limited internal technical skills, and conservative management practices preventing them from investing in innovations and in adopting high-performing technologies and solutions, EBRD is launching the GEFF Framework which will support these MSMEs and the PFIs by offering financing and know-how for investments in small-scale renewable energy, water, energy and resource efficiency projects, including the circular economy concept, and support of relevant green technology supply chains in WB&G, in a gender responsive way.

Additionality

The Framework will offer large volumes of long-term financing targeting MSME and residential sub-borrowers and provide targeted solutions including TA, and knowledge platforms. The Framework will also achieve gender additionality.

Environmental & Social Summary

Categorised FI (ESP 2019). It is anticipated that the PFIs under this Framework which are existing clients of the Bank will already be familiar with EBRD's E&S requirements applicable to FIs. Any new PFIs that might participate under this Framework will have to complete the E&S Due Diligence questionnaire to be returned to ESD for review. All PFIs will be required to comply with EBRD's Performance Requirements (PRs) 2, 4 and 9; adopt and implement the applicable EBRD's E&S Risk Management Procedures for Micro, SME and Corporate Loans; and submit Annual Environmental and Social Reports to the Bank, including reporting on sub-projects and their GET benefits. All PFIs will also be required to apply the updated Exclusion List introduced with ESP 2019 as well as the new Referral list. Beneficiaries financed under this Facility will be required to comply with national requirements for environment, health and safety and labour standards and the E&S eligibility criteria for Renewable Energy projects, where applicable, as well as other GET eligibility criteria as per the Policy Statement. This will be confirmed to PFIs by a Facility Consultant engaged by the EBRD.

Technical Cooperation and Grant Financing

Each of the Framework's sub-operations will be accompanied with a technical assistance package to support programme implementation in the form of support to PFIs and eligible sub-borrowers, via gender responsive green financing product development and implementation, identification and appraisal of potential investment sub-projects and verification of their implementation. The key focus of the technical assistance is to address specific entrenched behaviours and gaps in local capacity and serves to i) support PFIs in developing a pipeline and portfolio of eligible sub-projects and build PFIs' institutional capacity to originate green investment opportunities independently; ii) raise awareness of the cost-effectiveness and multiple benefits of investing in green technologies; iii) enhance the understanding and capacity of MSMEs to select the right green technologies and solutions, identify reliable suppliers and installers available in the local market, and access relevant technical or financial services; iv) embed a gender-lens across investments and advisory provision and v) monitoring and verification of sub-projects. This may also include technical developments required to localise the list of eligible technologies available to MSMEs in WBG and to support MSMEs to identify appropriate suppliers.

The technical assistance will be funded by the European Union through the Sustainable Growth4All Program signed in December 2023.

Environmental and Social Policy (ESP)

The ESP and its associated Environmental and Social Requirements (ESRs) set out the ways in which the EBRD implements its commitment to promoting “environmentally sound and sustainable development”. The ESP and the ESRs include specific provisions for clients to comply with the applicable requirements of national laws on public information and consultation, and to establish a grievance mechanism to receive and facilitate resolution of stakeholders’ concerns and grievances, in particular, about the environmental and social (E&S) performance of the client and the project. Proportionate to the nature and scale of a project’s environmental and social risks and impacts, the EBRD also requires its clients to disclose information, as appropriate, about the risks and impacts of projects or to undertake meaningful consultation with stakeholders and consider and respond to their feedback.

Integrity and compliance

The EBRD's Office of the Chief Compliance Officer (OCCO) promotes good governance and ensures that the highest standards of integrity are applied to all of the Bank's activities in accordance with international best practice. Integrity due diligence is conducted on all Bank clients to ensure that projects do not present unacceptable integrity or reputational risks to the Bank. The EBRD believes that identifying and resolving issues in the project assessment and approval stages is the most effective means of ensuring the integrity of Bank transactions. OCCO plays a key role in these protective efforts andhelps to monitor integrity risks in projects post-investment.

OCCO is further responsible for investigating allegations of fraud, corruption and misconduct in EBRD-financed projects. Anyone, either within or outside the Bank, who suspects fraud or corruption should submit a written report to the Chief Compliance Officer by email to compliance@ebrd.com. OCCO will follow-up all matters reported. It will review all matters reported. Reports can be made in any language of the Bank or of the Bank's countries of operation. The information provided must be made in good faith.

The AIP, which entered into force on 1 January 2025, sets out how the EBRD discloses information and consults with its stakeholders to promote better awareness and understanding of its strategies, policies and operations. Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (for example, through the client’s project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the mechanism is: to support dialogue between project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or the project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
