"If you don't have heating, your house literally freezes. But it's very expensive so people can't afford to heat their houses," says Suzanna, a mother of three who lives in Balti.
Nearly 40,000 residents in Balti will now benefit from a more efficient distribution network, consumption-based billing, and affordable hot water supply.
