Project Description

This project aims to identify the key impediments to achieving higher and more inclusive growth in Egypt. It will do so by taking a more granular look at competitiveness across sectors, and identifying the most promising sectors in terms of growth, productivity, and job creation potential. It will also document in some detail the regional disparities from an investment climate perspective, creating regional business environment profiles, which take into account existing regulations and the variation in their enforceability. This is a "novel" study that has not been done before at such a granular level. Key findings of this project will inform the Bank's future decisions with regards to sector and regional investments and is expected to guide policy dialogue with the authorities. This project will also help to identify specific policy recommendations, and provide valuable inputs into the Egypt Country Strategy.

The work will be undertaken in phases. A diagnostic phase will serve as a starting point, which includes an initial assessment of data and background material, and an agreement with key stakeholders and consultants on the specific outline of the project. The diagnostics phase will provide an overview of the business environment impediments, the existing structure of production, and the range of resources, skills and other inputs needed to increase productivity and competitiveness at the sector and regional dimensions. In the next stage, the analysis will examine in detail how different regions can shift towards higher value added output. A range of policy options will be assessed, and specific reforms will be identified, aimed at encouraging private sector investments, with emphasis on sector and regional policies. A synthesis of a non-technical report will take place in the final stage of the project, in which the main findings of the researched are merged into an explicit policy framework. There will be a concerted effort to disseminate the final report both inside and outside Egypt.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
