Project Description

The EBRD will work with the private sector, represented by the country’s largest business associations, the Government and the other international financial institutions and European Commission to strengthen the NEC by underpinning it with a professional Secretariat comprising economics, legal and business experts. The EBRD has significant experience with developing and implementing public-private dialogue (PPD) platforms, having established and currently supporting six investment councils across its countries of operations. The main task of the Secretariat is to support the activities of the Council. The objective of the Council is the improvement of the investment climate and business environment in Bulgaria through acting as a platform for dialogue between the private sector and the public sector and working as an independent agent to promote reforms. The degree of success for either depends on local conditions of the country in which it operates. All investment councils have been able to propose (and see implementation of) specific reform proposals. The conversion rate from proposal to actual policy change is real, but fluctuates, depending on the local political constellation.

In March 2016 Deputy Prime Minister of Bulgaria Meglena Kuneva met with the EBRD President at the Bank’s Headquarters in London and requested the Investment Climate and Governance Initiative support for the country’s anti-corruption programme and governance reform. In September 2016, at the request of the authorities, President Chakrabarti offered tailored assistance under the Bank’s ICGI which supports reform-minded governments and businesses to increase transparency, good governance and healthy competition. The project outlined in this document constitutes part of the Investment Climate and Governance Initiative for Bulgaria and assists the country to implement the 2016 European Council Recommendations on the national reform programme.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
