Project Description

Situated around the UNESCO protected, Roman era Diocletian Palace, Split is the second largest city in Croatia and the largest passenger port on the Adriatic, as well as the main tourist hub on the Dalmatian coast. The City covers 120 sq km and is home to a population of around 500,000. This number doubles during the summer months, with the port of Split carrying more than 20 million passengers annually to surrounding islands and Italian coastal towns. The City combines a rich cultural and architectural heritage with a tourism and service industry as its economic base, accounting for nearly 30% of its GDP.

The City of Split wishes to adopt the most sustainable development alternatives for its regeneration which would allow the city to accommodate future growth and become an attractive touristic destination for regional and international visitors all year round. A key decision for the regeneration is whether to partially relocate the railway and bus station currently located in the centre of Split’s old town to the Kopilica area located in the north of the city.

In this context, EBRD is commissioning a Mater Plan study for the City of Split to assess the long-term financial and operational viability of the potential relocation, and to prepare a phased development plan for the City with high sustainability standards and commercial value. The Master Plan will also facilitates a pipeline of projects, providing the EBRD with the opportunity of further sound investments in the continued sustainable development of the city of Split.

The EBRD is committed to supporting sustainable urban development in the region. The utilization of TC funds will ensure that the regeneration adheres to sound environmental and social criteria with a focus on the commercialisation of relevant infrastructure, while engaging in policy dialogue with public authorities on the strategy to increase private sector participation and a sustainable long-term growth.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
