Project Description

Jordan has an active but highly complex and fragmented innovation ecosystem which suffers from a multitude of public and private stakeholders (public and private), a lack of effective stakeholder coordination, lack of information, unclear channels and linkages, limited cooperation and inefficient financial management. In addition, Jordan is characterised by a substantial skills mis-match resulting from the education system’s insufficient capacity to equip young people with the know-how and skills that are required by employers.

The Jordanian Government (GoJ) - via the Higher Council for Science and Technology (the Client or HCST) - has approached EBRD to seek assistance for creating a National Center for Innovation (NCI). This TC Project’s purpose is to provide start-up funding for the establishment as well as its transition to full functionality for 2 years (USD 2,920,310), while the GoJ agreed to fully fund the NCI after that transition phase for years 3 and 4 (USD 3,450,355).

By becoming a national hub for all matters related to innovation and private sector development, the NCI key role will be to advise the GoJ on further enhancing its policies and programmes fostering an innovation-based economy through better coordination, information and monitoring of all innovation related activities. Specifically, the NCI is expected to:

(a) coordinate national and international administrative, financial and technical services that nurture and support innovation (government, private sector and IFI initiatives etc.), ensuring complementarity rather than duplication of initiatives, programmes or activities and helping to eliminate inefficiencies in providing funding and support to the private sector;
(b) create economies of scale in bringing together and effectively coordinating stakeholder activities (government ministries and agencies, donor-funded programmes, scientific and research bodies, universities, regional and local incubators, training providers, technology-related programmes, start-ups and entrepreneurs);
(d) improve the direct engagement between the private sector and education institutions;
(e) collect innovation related information from all stakeholders and provide vital national statistics on the impact of innovation initiatives for monitoring progress and articulating areas of improvement, enabling the GoJ to further assess measures for enhancing the development of an innovation based society.

The TC Project is in line with the innovation policy stream of EBRD’s Knowledge Economy Initiative (KEI) and the second theme in EBRD country strategy for Jordan (enabling dynamic, private sector-led inclusive growth). Locally, the establishment of the NCI is a key component of Jordan’s National Policy and Strategy for Science Technology and Innovation 2013-2017 reflecting GoJ’s central goal to make Jordan the region’s most innovative economy within 3-5 years

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
