Project Description

The EBRD GPA Technical Cooperation Facility, launched in May 2014 covers technical cooperation in public procurement area linked to the policy standards of the World Trade Organisation, as prescribed in the Agreement on Government Procurement (GPA). The EBRD GPA Technical Cooperation Facility provides policy advice, capacity building and assistance in negotiating the GPA accession to countries in the EBRD region. In particular, the EBRD GPA TC Facility supports legal compliance assessment, and if necessary, with development of new public procurement legislation to align national laws with the 2012 GPA standards. Presently, the EBRD GPA Technical Cooperation Facility team is working actively with the Kyrgyz Republic, Montenegro, Moldova, Tajikistan and Ukraine as well as Armenia. Armenia requested assistance with implementing the revised 2012 GPA because of the need to align its GPA obligations with the Eurasian Economic Union Treaty signed with the Russian Federation, Kazakhstan, the Kyrgyz Republic and Belarus. Azerbaijan, Turkey, Kazakhstan, and Jordan are participating in the capacity building activities. Since the creation of the EBRD GPA TC Facility, we have witnessed the successful conclusion of the GPA accession negotiations of Montenegro, Moldova and Ukraine. Furthermore, Tajikistan and the Kyrgyz Republic are now actively negotiating their respective accessions to the Agreement.

Project Description

Project Objectives

Armenia, the Kyrgyz Republic, Moldova, Montenegro, Tajikistan and Ukraine will become parties to the 2012 text of the WTO Agreement on Government Procurement.

TC Recipient Information

The project aims to support commercial dairy farmers in Georgia that need to raise product quality standards and implement DCFTA requirements to improve competitiveness.

The Project is funded through the EBRD - Slovak Republic TC Fund and the EBRD Shareholder Special Fund (SSF)

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
