Uzbekistan has embarked on a critical reform path towards creating more open and enabling, market oriented economic environment. Mobilising of investment is a key priority. However, capacity by the Government to deliver remains to be a single common challenge.

The EBRD is proposing to address this challenge by provision of dedicated professional teams of short-term experts with a mandate will be to support the implementation of the Government reforms in selected areas aimed at attracting investment.

Like most of the EBRD’s countries of operation, Uzbekistan is facing significant challenges of COVID-19 pandemic. Addressing the public health challenges is expected to remain to be the key immediate priority. However, the economic effect of the pandemic and the response measures has already started kicking in and is expected to have a lasting effect in the medium- to potentially long-term. Addressing economic consequences of the pandemic will be the key challenge post-lockdown and will require the governments to develop medium- and long-term development strategies to support the economic growth post-lockdown.

In the post-lockdown period, investment is expected to be a key source of growth. However, facilitating investment in post-crisis environment requires specific capacity in the governments. The current crisis is quite unique in being caused by a pandemic, however, the economic consequences can use lessons learned from previous crises.

This project responds to a request from the Ministry of Investment and Foreign Trade (“MIFT”) to support capacity enhancement of the MIFT to facilitate investment in the post-lockdown environment.

This assignment (the “Assignment”) aims at enhancing capacity in MIFT by providing a group of dedicated professional experts on a short-term basis. The experts will focus on developing strategies to facilitate investment in the COVID-19 responsive manner in selected sectors where the growth is expected.
The support to the MIFT is focused on building capacity in the following areas:

1) Gas sector – review of COVID-19 impact, review and redesign of investment attraction processes, guidance and re-prioritisation of pipeline in light of COVID-19 impact;

2) Chemical / petrochemical sector – assessment of COVID-19 impact on the investment attraction in the sector, review and redesign of investment attraction processes, guidance and pipeline in light of COVID-19 impact;

3) Natural resources (mining) – review of COVID-19 impact on investment attraction in the sector, redesign of investment attraction guidance and practices governing development, preparation and execution of investment projects in the natural resources sector in light of COVID-19 impact;

4) Banking sector – capacity of MIFT, through UFRD, to exercise rights of the state as the majority shareholder;

5) Export promotion - review the impact of the COVID-19 on Uzbekistan’s export activities and addressing the key challenges through specific “case studies”.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
