Project Description

EBRD has provided Technical Assistance to support for the establishing or the Secretariat to the Regional Chamber Investment Forum (CIF) in 2018-2019. The Secretariat brings together the Chambers of Commerce of the region to: promote the economic development and investments; develop the entrepreneurial spirit of small and medium-sized enterprises; leverage human resources and structures in order to promote research, education and communication. Secretariat has been operating for 12 months and delivered some initial results, with establishment of an Online Investment Platform being the most noticeable one as it: offers valuable information on new business opportunities in the Region; includes a wide range of data relevant to potential investors; provides searching facilities for six regional economies in 20 different categories; is very useful for the WB6 CIF members as a tool in creating recommendations to the decision makers and high-quality initiatives for eliminating barriers to successful business, harmonizing regulation, procedures and practices for more efficient companies’ operations from the region.

The Secretariat of the CIF is a group of experts, led by and reporting to the General Secretary, who reports in turn to the Managing Board of the CIF, the client to the Technical Assistance.

EBRD will continue to provide support to the Secretariat of WB6 CIF. The scope of work under this TC shall include the following:
1. Investment promotion into the WB6 region
2. Upgrading and maintaining the Online Investment Platform (www.investinsee.com)
3. Initiate development and establishment of the WB Regional Apprenticeship Programme via www.investinsee.com platform
4. General support to the WB6 CIF structure

WB6 CIF – Western Balkans 6 Chamber Investment Forum – regional cooperation platform created as joint initiative of the chambers of commerce and industry of Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro and Serbia.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
