Project Description

Since 2016, the European Bank for Reconstruction and Development (“EBRD”, “the Bank”) has implemented Technical Cooperation (“TC”) projects that provided business-matching and knowledge exchange opportunities in the corporate sector between the Bank’s countries of operations (“COOs”) and the Taiwanese market, with support from the TaiwanBusiness EBRD Technical Cooperation Fund. At first the Bank initiated a pilot project in September 2016, linking Ukrainian and Taiwanese dairy producers and companies. This pilot demonstrated the potential for Ukrainian dairy products to find new markets in Asia by addressing market barriers and reaching out to potential clients. Private sector representatives visited Taipei, taking part in training courses as well as business matching events, where they met potential clients and buyer companies, and were informed on issues such as quality standards, export requirements, and other market particularities and preferences. Following the example of the pilot, the EBRD developed the TC programme “Regional: Business-matching and knowledge exchange with Taiwanese markets” (the Programme). The main objective of the Programme was to enable companies from relevant EBRD COOs to establish business contacts and learn about specific industry requirements of East Asian markets, as well as to gain knowledge on best practices and new technologies implemented by the Taiwanese private sector and academia.

The implementation of the Programme showed that that there is high demand for this type of support. To date, seven business matching and knowledge exchange activities have been organised. Local businesses from EBRD COOs learned about consumption patterns and consumer preferences in Taiwanese and East Asian markets, and were linked with leading companies and industry associations in meat processing, dairy processing, horticulture, agri-tourism, food retail and other sectors. The activities and objectives of the Programme also proved to be aligned with the EBRD goal of helping countries unlock unrealised potential for exports to new markets and promoting diversification, and supporting private sector development and competitiveness. Furthermore, activities of the Programme highlighted that knowledge exchange can foster innovation in specific corporate subsectors where East Asian countries exhibit a demonstated advantage, and provide opportunities for the private sector in EBRD’s COOs to become more competitive and move up global value chains through networking, information sharing and technical cooperation.

Assignment 1: Organisation of seven business matching and/or knowledge exchange activities

Coordinate meetings between companies from EBRD countries of operations and potential buyers of products from East Asia;
Organise business-matching activities or knowledge exchange activities in Taiwanese, East Asian and the markets in EBRD countries of operation;
Organise information sessions and/or trainings to promote information exchange and knowledge on export and trade opportunities, both in Taipei as well as EBRD countries of operations;
Ensure appropriate representation and participation of Taiwanese and other companies at relevant business matching events;
Organise conferences or activities that will serve to showcase and disseminate Taiwanese experience and best practices;
Prepare appropriate material and information relevant to specific corporate sectors and business matching events. Topics can include market overview and demand, key players in the market, potential agents, distributors and regulatory processes and requirements, import tariffs and the trading regime relevant to the specific sectors;
Organise on-site visits for buyers and coordinate with local companies (both in Taipei/East Asia and EBRD countries of operation), where relevant;
Support selected industry associations and academic experts from East Asia to participate in fairs and trade events to help them establish trade links in regional markets identified as promising (the specific fairs/events are to be decided with associations and companies, based on business needs and opportunities);
Organize trade seminars with the participation of relevant companies, associations, and government officials as well as companies interested in fostering new trade links and developing exports;
Organize roundtables and/or conferences on export development – with participation of the abovementioned sector players as well as Chambers of Commerce, SMEs, IFIs, international organisations, EU representatives and donors operating in relevant countries.

Assignment 2: Programme management and administration

Provide appropriate logistics, administrative and project management support for matching trips, site visits, knowledge exchange events and visibility activities, as they will involve exceptionally high interaction with Taiwanese and East Asian companies and other stakeholders;
Ensure timely delivery of activities, reporting and coordination with donors and stakeholders, as relevant.

Independent Project Accountability Mechanism (IPAM)
