Project Description

In Albania, the promotion of renewable energy sources is a core priority for the European Bank for Reconstruction and Development (EBRD, the Bank), given the country's heavy reliance on hydropower generation and the associated exposure to hydrological variability. Diversifying the generation mix through solar photovoltaic (PV) and onshore wind capacity, complemented by battery energy storage, has therefore been a long-standing focus of the Bank's engagement with the Albanian authorities. With the Bank's assistance, the Ministry of Infrastructure and Energy (MIE) has successfully completed four competitive auction rounds, procuring in aggregate over 800 MW of renewable capacity at competitive prices for the region. The Bank also supported MIE on the legal and regulatory framework for renewables, and the Albanian transmission system operator (OST) in conducting a grid flexibility assessment in relation to battery energy storage systems (BESS).

In October 2025, MIE and the Bank signed a Memorandum of Understanding (MoU) under the EBRD Renewable Energy Market Accelerator (REMA) programme, confirming MIE's intention to cooperate on further renewable energy auctions and development of the broader legal and regulatory framework. This commitment aligns with Albania's Reform Agenda 2024-2027, adopted in the context of the country's EU integration process and the implementation of the EU Growth Plan for the Western Balkans. The Reform Agenda requires at least 600 MW of renewable energy capacity to be auctioned over this period. The 2024 solar PV auction supported by EBRD counts towards this target, and the new auction round will comprise 300 MW of solar PV with co-located BESS.

In parallel, the Bank has supported MIE in transposing the relevant provisions of the EU Electricity Integration Package into Albanian legislation through the new Power Sector Law (Law No. 59/2026), approved by Parliament in June 2026. The Bank also supported the Energy Regulatory Authority (ERE) in developing and applying a Market Readiness Assessment (MRA) methodology to determine whether market conditions would support a transition from Power Purchase Agreements (PPAs) to a Contracts-for-Difference (CfD)-based support mechanism. Although the assessment finalised in early 2026 concluded that the Albanian electricity market was not yet sufficiently mature for a transition, this assignment will support ERE in conducting the upcoming MRA.

The key objectives of this assignment are:

Objective 1: Recommend the structure and design of the new auction round

Analyse the solar PV project pipeline and available grid capacity to inform eligibility requirements and ensure competitiveness.
Assess the relevant state aid framework, market readiness for a CfD-based support mechanism, and the revenue and support needs of battery storage.
Recommend the optimal auction design, and agree with authorities on the design parameters.

Objective 2: Develop secondary legislation required to implement the recommended auction structure

Conduct a gap analysis of the existing legal and regulatory framework, in particular the Power Sector Law (Law No. 59/2026) in relation to electricity storage, and support the drafting of the required legal acts/secondary legislation.

Objective 3: Support the implementation of the auction round

Prepare the required documentation for the auction and provide legal, commercial, and technical support for the implementation of the auction process, from launch to award and financial close of the selected projects.

Access to Information Policy (AIP)

The AIP sets out how the EBRD discloses information and consults with its stakeholders so as to promote better awareness and understanding of its strategies, policies and operations following its entry into force on 1 January 2025. Please visit the Access to Information Policy page to find out what information is available from the EBRD website.

Specific requests for information can be made using the Information Request form.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy 2024 or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.

Please visit the Independent Project Accountability Mechanism page to find out more about IPAM and its mandate; how to submit a Request for review; or contact IPAM via email ipam@ebrd.com to get guidance and more information on IPAM and how to submit a request.
