Project Description

Rationale

The CANP was launched in 2025, in partnership between Germany and the EBRD, following a Joint Declaration by the Heads of State of Central Asia and Germany. The CANP aims to address regional environmental and climate challenges, elevate ambition in water investments and promote nature-positive business strategies. The CANP proposes to use a range of concessional finance instruments to create replicable demonstration projects that reduce nature loss, enhanced biodiversity and increase climate resilience across distinct natural ecosystems.

In parallel, HIPCA, currently supported by Austria, Canada, Finland, Germany, the Netherlands, Norway, South Korea, Spain, Switzerland, TaiwanICDF, the UK and the United States, has also developed a natural capital programme.

These partnerships are reflective of the broader ambition of the Bank. Under its Strategic and Capital Framework (SCF) 2026-30, the EBRD has set an ambitious target to maintain a green finance ratio of over 50% of the Bank’s annual investments. Using donor finance in a disciplined manner is an integral part of the Bank’s business model and will be a key enabler to achieve these strategic goals.

The Associate role holds an important position in the Green Partnerships team, which sits within EBRD’s wider Donor Partnerships (DP) department. The Associate contributes to strategic initiatives that advance the Bank's ambitions on nature finance, in particular the Central Asia Nature Partnership (CANP) and the High Impact Partnership on Climate Action (HIPCA).

The Associate is responsible for supporting the Principal Manager in managing the CANP and HIPCA, coordinating and delivering relevant activities, identifying funding opportunities, aligning donor/partner priorities with the Bank’s strategic initiatives, and designing and structuring funding proposals to advance nature finance investments.

Furthermore, the Associate contributes to managing a portfolio of resources supporting Banking, the Climate Strategy and Delivery (CSD) team, and other teams in structuring and deploying donor funding to advance the nature finance objectives of the Bank and the objectives of the CANP and HIPCA, in alignment with donor requirements and compliance with EBRD policies and procedures.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy 2024 or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
