Project Description

Given the critical importance of industrial decarbonisation to achieve international climate goals, The Climate Investment Funds (CIF) launched the Industry Decarbonisation Programme under the Clean Technology Fund (CTF). The aim is to support and accelerate the transition of high-emitting industrial sectors in developing countries to zero-carbon practice, support the development of clean technology supply chains, and unlock investments in low to net zero-carbon and climate-resilient business models and technologies.

Türkiye was one of the seven countries selected to participate in the Programme based on an Expression of Interest (EoI) selection process. In June 2025, Türkiye was endorsed to develop an Investment Plan (IP) of up to USD 250 million, of which a minimum of 50% must be deployed to the private sector. The IP is a business plan, to be developed by the Republic of Türkiye in cooperation with CIF’s MDB partners: EBRD, World Bank (WB), International Finance Corporation (IFC), and Asian Development Bank (ADB). The Republic of Türkiye designated EBRD as the “Coordinating MDB” to provide overall oversight on the IP preparation process. The IP will lay out country priorities and proposals, identify potential areas for MDB investment and technical assistance, and include potential mobilisation of complementary co-financing. The IP is to be submitted to the CIF Secretariat by no later than January 2027.

CIF financing will also be critical to support the Türkiye industrial decarbonisation investment platform (TIDIP) and the IP should be closely aligned with the latter, as well as the 4 sectoral LCPs (cement, steel, fertilisers, aluminium) adopted by the Republic of Türkiye.

The objective of the technical and operational management consultancy (hereby “the Assignment”) is to support the development of the Industry Decarbonisation Programme IP for Türkiye and manage associated tasks and coordination, in collaboration with governmental counterparts, MDB partners, the private sector, and other relevant stakeholders. Specifically, the Assignment will support:
• Coordination of the IP process, including managing inclusive and robust stakeholder engagement processes (e.g. government, MDBs, CIF Secretariat, private sector, etc);
• Preparation of key inputs to the IP process, including inter alia technical inputs, ToRs for missions; Aide Memoires, and contribution to processing IPPG requests, in line with the CIF IP preparation guidelines and S-TIP guidelines;
• Support the preparation and implementation of scoping/joint missions to Türkiye on-site;
• Prepare technical inputs and presentations to inform the scoping/joint missions to Türkiye on-site.
• Technical drafting of the IP document in consultation with all relevant stakeholders (i.e., MDBs/Government) and in line with existing documents, such as the LCPs;
• Active engagement with relevant work ongoing under TIDIP to ensure synergies and complementarities with the Industry Investment Plan;
• Providing any other relevant technical, logistical and coordination support to all IP stakeholders, as relevant.

The Assignment should leverage existing coordination mechanisms, particularly TIDIP. It should build on existing climate policies and prior work on low carbon transition and green industrialisation in Türkiye, including the 4 sectoral LCPs. The Assignment should ensure that previously identified priority sectors, activities, and technologies for industrial decarbonisation in Türkiye, including those covered by the EU CBAM (both Phase 1 and potential future sectors), are targeted and integrated into the IP.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
