Project Description

In 2023, Romania adopted the Government Decision “on the approval of the general legal framework for the implementation and functioning of the Contracts for Difference support mechanism for low carbon technologies” with the Bank’s assistance under the REMA Programme, paving the way for the development of a support scheme for offshore wind capacities.

Project Description

Under the Offshore Wind Energy Law (2024), the Ministry of Energy now aims to install 3 GW of offshore wind capacity by 2035.

The Ministry has hence requested EBRD’s support with identifying suitable concession areas (perimeters) to establish the technical foundation for developing offshore wind in the Romanian Black Sea.

This TC identifies and delimits maritime perimeters for installing offshore wind capacities with a minimum potential capacity of 800 MW.

This study provides potential offshore wind developers the basic elements required for concessionable marine perimeters, such as wind resource, geotechnical and seabed conditions, environmental conditions, interconnection with the national energy system and integration of spatial constraints.

The TC is part of the broader REMA Programme in Romania and focuses on the technical groundwork for offshore wind development in its first phase. A subsequent phase will focus on the development of a support scheme for offshore wind.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy 2024 or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
