Project Description

Tajikistan has significant mineral resources, with over 600 documented deposits of around 50 minerals, including silver, gold, lead, and zinc. The country also holds some of the largest antimony reserves in the region, a critical mineral used in batteries, semiconductors, and defence technologies. Despite this strong resource potential, the sector has attracted limited private investment due to governance and regulatory barriers. To address these challenges, the Ministry of Industry and New Technologies (the “Ministry”) has requested support from the European Bank for Reconstruction and Development (EBRD) in their efforts to modernise the sector’s regulatory approach.

Project Description

The EBRD has agreed to provide support and has launched the Tajikistan - Critical Minerals Market Development technical cooperation (TC) project. The purpose of this project it to conduct a diagnostic review of Tajikistan’s mining sector, benchmark its framework against international best practices and regional peers, and identify key gaps and inconsistencies. Based on this analysis, the review will propose specific policy and regulatory reforms to improve transparency, governance, and investor confidence.

Overall, the TC project seeks to lay the foundation for sector modernisation, enabling increased and higher-quality investment in Tajikistan’s mining sector and creating opportunities for future development and financing.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy 2024 or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
