Project Description

Jordan’s energy landscape has evolved significantly over the past decade. Historically, the Kingdom’s electricity production depended heavily on imported fuels particularly natural gas and fuel oil, with imports accounting for the majority of energy consumption and imposing a substantial economic burden. Although progress has been made to reduce dependency on imported energy, a considerable portion of Jordan’s energy mix continues to be derived from imports, highlighting the need for a more sustainable and self-reliant energy projects.

Project Description

The Government of Jordan (GoJ) has continuously refined its energy policies to reduce reliance on imported fuels and minimise exposure to global fuel price fluctuations. Building on past efforts to increase the share of renewable energy in the national grid, the country aims for renewable energy to contribute 31% of the country’s electricity supply by 2030. This goal will drive economic growth, create jobs, and enhance environmental sustainability. Achieving this goal will require the concerted efforts of both the public and private sectors, working collaboratively in a transparent manner.

The Ministry of Energy and Mineral Resources (MEMR) intends to conduct three tenders for the following three projects (the “Projects”):
1) Solar Photovoltaic (PV) Project with a capacity of 200 MW (“Solar Project”),
2) Wind Energy Project with a capacity of 100 MW (“Wind Project”),
3) Battery Energy Storage System (BESS) Project with a capacity of 100 MW and a storage duration of four (4) hours (“BESS Project”).

Each Project will be developed through a prequalification two-stage tendering process under a Build-Own-Operate (BOO) model, in accordance with the Renewable Energy and Energy Efficiency Law (2012) and its amendments through the Direct Proposal bylaw. The Projects will be connected to the national electricity transmission network operated by the National Electric Power Company (NEPCO).

The objective of this assignment is to provide comprehensive technical, financial and legal, and environmental-social support to the Jordanian Authorities, including ranking and assessment of sites, a resource measurement campaign for the wind tender, power evacuation studies, improvements to the existing grid and interconnection codes and contractual frameworks, development of tender documentation, as well as full tender design, pre-qualification of applicants, bid evaluation, and negotiation to financial close.

In this context, the European Bank of Reconstruction and Development (EBRD) was tasked by the Jordanian authorities with providing support towards the implementation of the above renewables and BESS projects and is looking to engage an expert team for this purpose.

The Government of Jordan, through MEMR, and with the support of the EBRD, will issue three separate Request for Expression of Interest (REOI) to develop the Projects. Interested applicants will be required to submit their technical and financial credentials within a specified timeframe.

MEMR, with the support of the selected Consultant, will evaluate the received Expressions of Interest (EOIs). The qualified applicants (developers) will advance to the next stage, where they will be granted a Memorandum of Understanding (MOU). Afterwards, the developers will be required to submit a comprehensive and committed proposal in accordance with the Instruction and Requirements for Proposal Preparation and Submission (IRPP) documents, as well as all applicable laws and regulations.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
