Project Description

Procurement is an essential component of public sector economic governance as it links increasing value for public money and public service delivery with creating an enabling environment for private sector–led growth. According to OECD findings, public procurement contracting represents 15-20% of GDP in any given country. While efficient public procurement leading to well-functioning public infrastructure is a prerequisite for economic growth, poor governance of public procurement can turn public investments into major economic liabilities and result in additional costs and waste of public funds. Deficient regulation and low capacity of human resources managing procurement has substantial economic cost.

The European Commission has also identified Capacity Building in Procurement as critical to support public officials across the EU to avoid costly inefficiencies and adopt best practices in public procurement in projects funded by the European Structural and Investment Funds, which is important to consider in light of Ukraine’s EU accession. A study by the World Bank has identified capacity building as the single most important aspect in the development of efficient procurement systems, as a critical part of the public funds management. The more efficient the management of public procurement, the better a country can take advantage of its purchasing power to promote economic activity. An efficient and productive management of public procurement depends on the level of procurement professionalism within the government and its agencies.

Bank’s support to capacity challenges in Ukraine Russia's military invasion of Ukraine continues to inflict immense destruction, with recent estimates indicating over $486 billion in reconstruction and recovery needs. The investment is needed in all sectors of the economy and all types of ownership: state and municipal assets, individual private ownership, and business. Ukraine will need to simultaneously initiate, implement, and control thousands of projects across the country. The proficiency and trust of the people involved will be one of the core assets for Ukrainian quick recovery.

Assessments for Ukraine before Russia’s military invasion noted progress of the public procurement reform achieved over the years. At the same time, however, it highlighted weaknesses such as lack transparency and high risk of corruption, often linked with the need to develop the skills of procurement professionals. The depletion of the workforce in the country as a direct consequence of the war is notable, including in Bank’s ongoing projects. To cope with the planned scale of reconstruction, it is crucial to enhance the skills of existing public professionals in procurement management, as well as train new ones. They will be among the first to respond to the challenges of the reconstruction process in Ukraine. Specific requests have been made by the Ukrainian government for EBRD support in this respect. This have resulted in two institutional procurement governance projects carried out by the UK’s Chartered Institute for Procurement and Supply financed and lead by EBRD, with two further projects being finalised.

The need for capacity building as one of the means to promote efficiency of public procurement in Ukraine, has been recognised by both the Ukrainian authorities and its international partners. The Memorandum of Intent on preferred procurement approach in Ukraine signed by the Presidents of the CEB, EBRD, EIB and World Bank in October 2023 and subsequent Joint Ukraine-MDB Roadmap for Strengthening Public Procurement System, as well as the Memorandum of Understanding between EBRD and the World Bank Group signed in April 2024, all include capacity building in procurement and contract management and professional procurement as one of the key workstreams.

PROJECT OVERVIEW
This Project aims to establish a joint programme in Public Procurement that will consist in a Master’s degree obtained at the University of Rome Tor Vergata (URTV) and the Ukraine’s State University of Trade and Economics (SUTE) (the “Project”). The programme will build capacity for procurement professionals managing Ukraine's urgent priority and reconstruction projects with up to 30 scholarships per academic year.

PROJECT MAIN OBJECTIVES
The Project will enhance the capabilities of Ukrainian government authorities, local governments, and state-owned enterprises in effectively procuring and managing urgent infrastructure and recovery projects funded by international donors and state/regional budgets. The Project's primary goal is to address the challenges faced by Ukrainian public procurement managers, especially in its recovery efforts, by enhancing the country's capacity to implement efficient procurement management.

PROJECT BENEFICIARIES
Ministry of Economy; Ministry for Communities, Territories and Infrastructure Development (and the State Agency for Restoration and Infrastructure Development); SOEs such as Ukrainian Railways, Ukrenergo, Ukrhydroenergo, Ukrainian Postal Service etc.; local governments and municipal companies; complaints authorities and auditors. This list is incomplete and may include other governmental and sub-national entities as required.

INDICATIVE PROJECT PERIOD
December 2024 – November 2027. (3 academic years) – approved by the GRU on 19 October 2024. An extension may be requested, subject to needs reassessment.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy 2024 or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
