Project Description

The primary goal of the technical cooperation (TC) is to accelerate the capacity building of the Administration for Financing and Promoting Energy Efficiency (EEA), which is envisaged to implement most of the energy efficiency funding provided by the Government of Serbia and thus contribute to achieving targets set by Integral National Energy and Climate Plan.

The overall objective is to support energy efficiency and decarbonization of the Serbian economy through improved energy efficiency and promotion of the efficient use of energy.

Specific Objective of the TC

The key objective of the project is building and strengthening capacities of the EEA to develop, implement and promote support mechanisms for energy efficiency investments at a higher scale, with a focus on building renovation. The assignment is overseen by the European Bank for Reconstruction and Development (EBRD) in the scope of EU-funded Action "Support for the operation of the administration for Financing and Promoting Energy Efficiency in Serbia".

As per the Contribution Agreement between Delegation of European Union to the Republic of Serbia (EUD) and the EBRD, following the inception phase, the EBRD should facilitate the procurement of the Implementation Consultant (IC) that will provide EEA with technical expertise to build its institutional capacity, support its effective operation and assist in the roll out of existing and new support mechanisms and programs, thus contributing to improved energy efficiency and sector decarbonization.

Implementation Consultant

The technical expertise provider is the Implementation Consultant (IC). The expected commencement of IC’s engagement is the first half of October 2024. The engagement of the TA consultant will span over 30 months and will encompass various technical assistance activities, including capacity building, strategic and operational support, project preparation and quality control, institutional development support, and communication, visibility, and awareness raising.

Moreover, the IC will support the EEA by providing training to the staff, including the development, review and improvement of templates, guidelines and reporting products. Further, support is to be provided in assessing IT and software needs and support procurement of appropriate software and IT tools to manage EEA’s activities, including monitoring, reporting and verification.

Technical assistance will also support the development of new energy efficiency projects in all energy consumption sectors, including:

Reviewing and, if necessary, amending relevant guidelines for energy audits and other energy efficiency project documentation;
Supporting the EEA in: selecting public buildings, procuring energy audits and reviewing of energy audit reports, and preparing other support documents for the implementation of energy efficiency measures in public buildings with indicative useful area of 50,000m2;
Supporting promotional activities and stakeholder engagement.

The IC will also support the EEA in undertaking a range of preparatory steps to improve its overall governance function, which is required for securing accreditation for management of the EU funds. Lastly, the IC will assist EEA in undertaking a range of activities aimed at raising public awareness about energy efficiency, increasing visibility of the EEA and its programs.

The IC will also be accountable for assisting the EEA in the designing, preparing, procurement monitoring, evaluation, and the visibility of the next phase of the action – implementation of Pilot and Demonstration projects. The main objective of the next phase is to test applicability of newly developed energy efficiency support mechanisms and to demonstrate EEA’s readiness to manage their implementation. The budget for the procurement of the specific Pilot and Demonstration Projects will be provided by the EEA. The IC bares no costs for the implementation of the specific Pilot and Demonstration Projects.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
