Project Description

Universities are under increasing pressure to provide high quality and affordable education to students while conducting research of high standards. In recent years, public funding has declined significantly due to economic stagnation, raising concerns about the viability of many institutions in ever increasing domestic and international competition.

UoWM, via this project of strategic importance, aims at addressing current accommodation needs and at providing modern energy efficient building facilities, bringing together the activities of the University and having a positive impact on the educational and research experience of the West Macedonia Region. Also, the UoWM sets out to become the first Greek zero-emission university laying the foundation for the transition period of the West Macedonia Region.

The Project envisages the construction of student residences and supporting facilities in four sites: Kozani, Florina, Kastoria and Ptolemaida, with total capacity in beds 350, 150, 150 and 100 respectively:

Kozani campus: the land plot is owned by the UoWM (provided by the State) and is located north of Kozani’s Active Urban Planning Zone. The planned infrastructure includes the construction of student accommodation and catering facilities (two buildings proposed for student residences, three buildings for catering purposes, communal areas and reception/administration respectively), and construction of approximately a 700-people capacity conference centre / amphitheatre to accommodate the University’s events, lectures and laboratories.
Florina campus: the land plot is located north of the city of Florina adjacent to a regional road. The project includes the construction of 150 student dormitories, catering facilities, communal and green areas. The infrastructure is proposed to be built on 4 levels.
Kastoria campus: the land plot is within the area where the existing university campus is situated. The project includes the construction of 150 student dormitories, catering facilities, communal and green areas. The infrastructure is proposed to be built on 3 levels.
Ptolemaida campus: the land plot is located within the area owned by the former military campus and part of it has been proposed to be granted by the National Defense Fund to the Municipality of Eordaia for its indefinite use via a concession agreement. The project includes the construction of 100 student dormitories, catering facilities, communal and green areas.
All above facilities are directed exclusively for the use of civilian students based strictly on socio-economic criteria (below average).

According to the PPP structure, as a non – compensatory PPP, the Private Sector Partner of the Partnership will not be paid via revenues generated from the project but via availability payments by the Public Partner during Operations.

This PPP is designed to cover 30 years, out of which 3 years are dedicated for the construction and 27 years for the operation phase.

Under the PPP project, the private sector partner will:

Design, construct and equip the new student residences and other building facilities of the UoWM according to the technical specifications;
Conduct routine and heavy maintenance and technical management (preventive, corrective, repair, replacement), day-to-day technical operation and supervision of readiness for the project facilities and systems, in the four sites;
Provide insurance for the facilities;
Carry out security, health and safety, waste management and cleaning services ensuring the hygiene standard;
Finance the entire project with private funds but without possibility of state funding in exchange for ‘Availability payments’ until the private partner returns the project to the UoWM as per the partnership agreement at the end of the partnership period.

The overall objective of the project preparation assignment in support of the Project will focus on the following:

Site visiting the sites.
Comprehensive Gap Analysis of the existing feasibility study.
Preparation and finalisation of procurement documents including the RFQ (Prequalification Questionnaire, if necessary, Request for the Expression of Interest etc.) RFP (including competitive dialogue phase (Phase B.I), the Invitation to Submit Binding Offers (Phase B.II)), Partnership Agreement, and its annexes including Technical Specifications and any other agreement relevant to a Project.
Assistance in obtaining all necessary approvals of project documents.
Preliminary assessment of potential E&S impacts.
Support in conducting a competitive PPP procurement process. Such procurements shall meet both the local legislation and the EBRD Procurement Policy.
Active participation in structuring of the PPP for well-balanced risk allocation and bankability.
Active participation in competitive dialogue, bid review and scoring and provision of guidance, wherever needed, in particular during the dialogue with bidders and their lenders.
Commercial close entailing signing of Project agreements.
Support in achievement of financial close entailing signing of the financing agreements.
Provision of the workshops for training of the counterpart personnel (management and other key staff) for PPP procurement, monitoring and management to international standard in the respective areas.

The Project preparation must meet all the relevant requirements and standards established by the EBRD.

Independent Project Accountability Mechanism (IPAM)
