Project Description

Rationale

This Technical Cooperation (TC) is proposed as a follow-up assignment under the Investment Council, in line with the ongoing support to improve the investment climate in Kosovo. The activity targets the digitalisation of key services delivered by the Kosovo Chamber of Commerce (KCC), in direct response to strong demand from the business community and with the aim of improving service efficiency, transparency, and competitiveness. This TC will support the development and deployment of a Digital Chamber platform to allow businesses to access services such as certificates of origin, ATA Carnet (international customs documents) fully online, including integrated payment and process tracking features, and will develop a Digital Document Management and eProtocol System. These services are vital for companies involved in trade and exports and are currently only available in person and on paper, generating inefficiencies and administrative burden. By transitioning these services to a digital format, the TC will directly improve the service experience for businesses, reduce processing times and costs, and provide KCC with better data for service management and policy engagement. The initiative also reinforces KCC’s role in supporting private sector competitiveness and aligns with broader investment climate reforms in Kosovo.

TC Services

The main objective of this Assignment is to support the KCC in the development and deployment of a comprehensive Digital Chamber platform that will enable the digitalisation of key services currently offered in physical form only. Specifically, the platform will allow: i) Full online management of membership services (including application, online payment, cancellation or termination of membership, and application for, award of and payment for all the digitalised services to be offered by KCC); ii) Digital issuance and management of certificates of origin, streamlining export processes and ensuring compliance with international trade regulations while reducing administrative burdens for exporters; iii) Creation and digitalisation of the business process for issuing ATA Carnet documents to support businesses engaged in temporary export and import operations; iv) Ensure secure online payment functionality is integrated across all digitalised services; v) Ensure the development of a digital document management and eProtocol system to improve the efficiency, transparency, and reliability of services provided to businesses through the KCC.

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy 2024 or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
