Project Description

The regional business registration portal BIFIDEX was established and launched in Q1 2019 with two business registers from the WB Region. Since then it has been expanding to include all business registries from the WB Region (in total 7).

For the purpose of reaching full self-sustainability, the portal is expected to launch its commercial services. Prior launching these services, the business registers need to: 1) align on pricing policy and 2) obtain approval from respective government to independently decide on prices.

Due to the COVID-19 pandemic, the collaboration with the national business registries in individual countries was slowed. The proposals prepared by business registers to independently decide on prices, weren’t discussed at respective governments’ meetings. Therefore BIFIDEX management board couldn’t proceed with defining pricing policy to enable launching the commercial services of the BIFIDEX and achieving its self-sustainability, as planned under the Assignment: Provision of Operational Support. Having in mind the economic recovery will remain in focus of Western Balkans governments in coming (short-term) period, additional delay in launching commercial services can be expected.

Therefore the EBRD plans to extend Operational Support to the Portal for an additional period of 9 months, until February 2021.

The scope of work under this TC shall include BIFIDEX hosting, technical administration and maintenance, end-user support and third-party services.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
