Project Description

Hydrogen is getting increasing attention as one of the decarbonised fuels of the future which can significantly contribute to the energy transition of a range of energy- and carbon-intensive sectors, whilst unlocking additional benefits from renewable power generation.

The EBRD region is characterised by a growing renewable energy industry, which is expected to continue adding value to the domestic economies and contribute to the green transition. In certain countries, recent renewable energy electricity prices have fallen below 30 USD/MWh, which is a level at which production of green hydrogen starts to become competitive with conventional fossil fuels. At the same time, specific regions have access to affordable natural gas which might be an additional feedstock for low-carbon hydrogen as well as a number of existing large industrial players that are already using conventional fossil-based hydrogen. These features might create favourable conditions for early moves in the hydrogen supply chain. However, a number of economic, commercial, institutional and technical dimensions need to be carefully explored in order to assess the most cost-effective and sustainable development of a possible hydrogen economy.

Therefore, the Bank wishes to engage a Consultant to study the potential for developing different segments of the hydrogen supply chain in the following countries / regions.
- SEMED;
- Caucasus, Moldova and Belarus;
- Western Balkans;
- Uzbekistan;
- Kazakhstan;
- Ukraine;
- Moldova;
- Belarus.

The study will assist the Bank to understand the technical, economic and regulatory viability of developing hydrogen supply chains in the context of the economy for the targeted Regions. The assignment will be composed of six different tasks, aiming at:

- Task 1: analysing the opportunities for future production of Low-carbon Hydrogen, with a view of quantifying the potential scale of the domestic hydrogen supply in the medium and long-term future.

- Task 2: assessing the potential demand for hydrogen in the country, both in existing and prospective installations across the main economic sectors (such as industrial applications for heat and power or as a feedstock; transport; power sector; etc.), as well as potential export opportunities. Such analysis will provide an indication of the priority users and of the most effective sectors for industry and policy makers to focus on in the short, medium and long term.

- Task 3: assessing viability and readiness of alternatives for transportation and storage of hydrogen.

- Task 4: conducting a gap analysis and critical review of the main regulatory changes needed to support the development of hydrogen supply chains in the Regions whilst ensuring safety, reliability, competitiveness and sustainability of supply.

- Task 5: developing at least 15 case studies of potential localised production, transportation and utilisation in energy intensive industrial sectors and the power sector, to review the technical and economic viability of partial/full switch to hydrogen as well as viability of local production and transportation through existing infra and identify the key challenges in such transition.

- Task 6: disseminating the results of the study to all relevant stakeholders, through 4 different workshops – one per Region - to be organised at the end of the assignment in a location within each Region, or remotely.

Overall, this assignment will help to gain further insights in order to ensure a sustainable development of hydrogen as a decarbonised fuel for climate change mitigation, whilst ensuring cost effectiveness and identifying potential for investment.
