Project Description

Under existing Green Economy Financing Facilities ("GEFF") EBRD has initiated a programme to develop E-Learning Courses aiming at enabling the participants to gain advanced skills to promote, prepare and implement sustainable energy investments. The E-learning Courses are accessible via the “EBRD Green Finance Academy”, an online education and resource platform for green economy financing that provides an introduction to products and opportunities for financing green investments. The courses, consisting of 12 thematic modules, draw on extensive EBRD experience and can be offered to partner financial institutions and other stakeholders. Registered users can follow the courses offered to enhance their knowledge of green finance and learn how to identify new green financing opportunities that make business sense

The E-Learning programme “EBRD Green Finance Academy” is currently available in English, Russian and Turkish therefore accessible to a limited number of PFIs participating in the GEFF programme. The present set of available languages together with the additional languages of Romanian, Arabic and French will cover many of the needs of the EBRD region. In addition, the course contents are suitable to support GEFF’s global engagement (e.g. with regards to promoting the use of the Green Technology Selector or synergies with the Green Trade Facilitation Programme) and learners globally may interact with them.

The GE2F2 (GEF Funded project) therefore aims to develop and showcase energy efficiency financing strategies, internal structures and deployment mechanisms to scale up energy efficiency financing within the Global Energy Efficiency Financing Framework (GE2F2) to partner banks within COOs as well as outside of the EBRD region, such as those in China, India and Brazil.

The tasks and activities under the TC project are expected to be covered under the following work packages:
- Work Package 1: Translation of the audio and displayed texts;
- Work Package 2: Production of professional voice-over of E-Learning Courses;
- Work Package 3: Integration of localised audio and texts into the SCORMs;
- Work Package 4: Roll-out support and operation of the E-Learning platform in 6 languages (English, French, Romanian, Turkish, Russian, Arabic)
- Work Package 5: Hosting and maintenance of the LMS

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
