Project Description

Agribusiness Advisory and the Gender and Economic Inclusion Team (“GEI”) intend to collaborate on development of a new Technical Cooperation (“TC”) Programme for the Promotion of Gender and Economic Inclusion in the Corporate Sector (the “Programme”) across all EBRD countries of operation. The objective of the Programme is to provide technical assistance for project preparation support for EBRD investments in the corporate sector (i.e. EBRD’s Industry, Commerce and Agribusiness (“ICA”) Group) that aim to improve access to economic opportunities for women, young people, populations in economically less developed regions, and other disadvantaged groups.

The Programme will facilitate preparation and implementation of ICA investment projects with either a primary or secondary Inclusive transition impact (“TI”) quality or a significant gender additionality component, typically confirmed by GEI at concept review of the investment cycle. In its current form, GEI’s Inclusion Framework (TCRS Project ID #1256) does not cover due diligence assessments pre-signing. Due diligence support has been identified as a valuable and much-needed addition to help strengthen the development of projects with Inclusion potential in the Corporate Sector from an early starting point.

Within the context of the Programme, project preparation support will cover:

Environmental, financial and technical due diligence; and
Gender and Economic Inclusion due diligence and scoping assessments.

Of the EBRD operations signed in 2019 that had Inclusive TI qualities, fully 65 per cent were in ICA (predominantly M&S, P&T, Natural Resources and Agribusiness). The Programme is intended to encourage ICA Banking operation leaders to work with GEI specialists from an early stage of project design to help address clients’ needs in relation to gender and economic inclusion and maximise the impact of the EBRD’s support and intervention (in line with the Economic Inclusion Strategy and the Strategy for the Promotion of Gender Equality). The proposed new arrangement will enable Agribusiness Advisory and GEI to coordinate together more closely and adopt a structured value proposition for ICA investments with strong Inclusive TI and gender additionality components.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (e.g. through the Client’s Project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews Project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the Mechanism is: to support dialogue between Project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or Project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
