Overview

Provision of a sub-sovereign loan of up to USD 6.0 million (the "Loan") in favour of GAM to finance the following solid waste project components at the Al Ghabawi Landfil (the "Project"):

The capping of cell number 5 ("Cell 5") to enable the capture and abate of methane emissions;
The connection of Cell 5 to the existing landfill-gas ("LFG") utilisation system, allowing the recovered gas to be used for power generation; and
The implementation of a leachate management system within the cell.

The investment is a sub-project under the EBRD Green Cities Programme (Green Cities Framework 3 Window I or "GrCF3"), as it represents a 'follow-on investment' under Amman's Green City Action Plan ("GCAP"), and will trigger the development of the second phase of Amman GCAP ("GCAP2")

The Project benefits from a first loss risk cover from the European Fund for Sustainable Development plus ("EFSD+") Municipal Infrastructure and Industrial Resilience ("MIIR") guarantee programme. The programme contributes to transitioning economies in the European Neighbourhood South and European Neighbourhood East by supporting sustainable investments in green city infrastructure, greening logistics chains, energy efficiency and green technology transfers in industrial processes, commercial operations and buildings.

Project Description

Provision of a sub-sovereign loan of up to USD 6.0 million (the "Loan") in favour of GAM to finance the following solid waste project components at the Al Ghabawi Landfil (the "Project"):

The capping of cell number 5 ("Cell 5") to enable the capture and abate of methane emissions;
The connection of Cell 5 to the existing landfill-gas ("LFG") utilisation system, allowing the recovered gas to be used for power generation; and
The implementation of a leachate management system within the cell.

Project Objectives

The objective of the Project is to address the risks posed by the existing uncapped cell, which currently presents significant environmental hazards, including leachate infiltration, methane gas emissions, risk of self-ignition, volatile organic compound ("VOC") emissions, and odor nuisances. Beyond environmental protection, the Project aims to strengthen GAM's integrated solid waste management strategy and waste-to-energy approach by increasing the existing landfill gas-to-energy utilisation from 4.8 MW to 6.4 MW, offsetting approximately 60 per cent of GAM's electricity costs, and promoting circular economy principles. Additionally, the inclusion of a financial sustainability roadmap under GCAP2 will strengthen GAM's long-term financial stability.

The Project will help to promote the Green transition quality, by addressing the critical need to implement a final capping layer of the currently exposed Cell 5, that contains 15 layers of compressed waste, totalling more than 6.7 million tonnes of compacted municipal solid waste. By capping the cell, the Project will address the situation at Al Ghabawi landfill by reducing methane and air pollutant emissions that would otherwise escape into the atmosphere or cause minor explosions within the landfill and will enhance energy recovery from landfill gas. The Project directly contributes to Amman GCAP as it will help GAM implement follow on investments relating to the expansion of the existing LFG System, enabling the production of more renewable energy to Jordan's fossil-fuel heavy grid.

The Project qualifies for EBRD Green Cities as it achieves a significant greenhouse gas emission reduction of 142,322 tCO2eq per year, exceeding a 20 per cent improvement compared to the baseline scenario. Additionally, the Project is eligible under the GCF Green Cities Facility, as it delivers climate mitigation at a total investment cost below 85 EUR/tCO2e.

The Project will trigger the development of GCAP2, which will include alignment with new priorities and sustainability goals, including digital, gender equality, and human capital development considerations. Through integrating these considerations into the Amman GCAP2, the Project is Gender Additional, strengthening gender-responsiveness, promoting equality of opportunity, and strengthening inclusive access to infrastructure and services.

Client Information

MUNICIPALITY OF GREATER AMMAN

The Borrower is the Municipality of Greater Amman ("GAM"), the governing body of Amman, Jordan's Capital. GAM is an autonomous municipality responsible for urban planning, infrastructure development, solid waste management, traffic regulation, and the provision of public services across the city.

Additionality

The Bank's additionality will be achieved through:

Financing structure: EBRD will provide a tenor longer than what is available to the client in the market on reasonable terms and conditions.
Risk mitigation: Supporting the capping of Cell 5 to reduce carbon footprint, improve residents' livelihoods, and mitigate environmental and health risks.
Standard-setting: (i) Client seeks to makes use of EBRD expertise on best international procurement standards and (ii) Gender Smart: The client seeks to make use of EBRD's expertise in advancing inclusion and gender standards, as well as in developing equal opportunity action plans. Through the GCAP update, the stakeholder engagement process is expected to emphasize inclusive urban planning by involving all groups particularly women in shaping future infrastructure to meet their needs.
Knowledge, innovation, and capacity building: EBRD will provide construction supervision technical cooperation to strengthen the client's capacity and ensure that construction and Project implementation are carried out on time and in accordance with international best practices.

Environmental and Social Summary

Categorised B (2024 ESP). Capping of Cell 5 and expansion of the LFG system at the existing Al Ghabawi landfill site managed by GAM will lead to substantial Environmental and Social ("E&S") benefits, including reduction of GHG emissions, reduction of the risk of landfill fires, prevention of odours, improvement to overall worker and public health and safety, improved overall stability of the cell and prevention of dispersion of waste. GAM will also generate additional electricity for own use from the landfill gas captured from Cell 5, and the already existing LFG power generation plant's capacity on site is sufficient. The E&S issues and risks associated with this investment are site-specific and related primarily to construction activities, landfill gas collection, leachate management, and worker safety. No land acquisition is required, and no impacts on any sensitive areas are expected, as all works will be carried out within the footprint of the existing landfill. The Project design already incorporates engineered controls that will substantially reduce long-term environmental and social impacts associated with the landfill operation.

The Environmental and Social Due Diligence ("ESDD") has been carried out by independent external consultants as part of the Feasibility Study and included a review of the current performance of GAM and Al Ghabawi landfill operations, and the E&S assessment of the proposed Cell 5 capping investments. GAM is currently in the process of improving its corporate Environmental and Social Management System ("ESMS") practices and strengthening internal E&S capacity with the support of external expert consultants and in line with its agreed E&S commitments. GAM's existing Environment, Health and Safety ("EHS") structure will need to be supplemented with a Project-specific ESMS and a Construction Environmental and Social Management Plan ("ESMP"), that will include project-specific procedures on contractor oversight, occupational health and safety ("OHS"), pollution prevention, emergency response, monitoring and reporting. A Labour Management Procedure ("LMP") for the Cell 5 closure, including a worker grievance mechanism, will need to be prepared by a contractor in line with Jordanian labour laws and ESR 2. By design, the Project includes a comprehensive landfill gas extraction system and an upgraded leachate management network. GAM will need to continue its work on improving leachate management practices at the landfill and regular monitoring. GAM will need to prepare and submit the required local Environmental Impact Assessment ("EIA") documents to the authorities to obtain the necessary permits for capping of Cell 5 and closure prior to start of the construction works. Cell 5 capping investment will be aligned with good international practice for landfill closure and rehabilitation, national environmental regulations and EU requirements.

Worker OHS will be critical due to drilling works, geosynthetics lining installation, machinery movement and potential exposures to gas pockets. To address these risks, a Construction OHS Plan, a Traffic Management Plan, a Hazardous Materials Safety Procedure, and a Construction Emergency Response Plan are required in the Environmental and Social Action Plan ("ESAP"). Measures to address psychosocial risks and a GBVH Code of Conduct are also included. Emergency preparedness response must be further coordinated with the Civil Defence Directorate. GAM will continue to enforce strict procedures to prevent any unauthorised access to the landfill. The interface with the surrounding communities will be limited, however preparation and disclosure of an updated Stakeholder Engagement Plan ("SEP"), including an external project grievance mechanism, are required in line with ESR10.

A comprehensive consolidated ESAP prepared for GAM under previous investments at Al Ghabawi is currently under implementation, and the required mitigation measures for Cell 5 capping have been included into a supplementary ESAP that will be agreed with GAM prior to signing. An updated SEP has been prepared for Cell 5 capping and will be disclosed and implemented by the Client. GAM will continue to provide the Bank with annual E&S reports and provide updates on implementation of the ESAP and SEP. The Bank will conduct close monitoring of this Project, including monitoring site visits as and when required.

Green assessments

The Project is determined aligned with the mitigation and adaptation goals of the Paris Agreement based on the application of the EBRD's Paris alignment approach for directly financed investments. The assessment follows a simplified approach, as the Project is not in a high-emitting sector and the client's activities are not in climateivulnerable sectors. 100 per cent of the EBRD financing is classified as green finance, as it supports activities to achieve climate mitigation and other environmental objectives. The attribution is made in line with the methodology to determine the green finance attribution of EBRD investments.

Technical Cooperation and Grant Financing

Pre-signing TC:

TC 1: Feasibility and technical due diligence (EUR 75,000): to support the technical, environmental, and social feasibility of the project, financed by SSF.

Post-signing TCs:

TC 2: Project Implementation Unit and Supervision Services (EUR 600,000): to support the project implementation and supervision of the Project for the Client.

TC 3: Amman Green City Action Plan refresher -GCAP2 (EUR 300,000), Following on the completion of the Amman GCAP in 2020 and its high implementation rate (with substantial follow-on investments by EBRD), the Bank will support the City to develop financial sustainability roadmap and update the GCAP, ensuring alignment with new priorities and sustainability goals including digital and gender equality and human capital development considerations.

Environmental and Social Policy (ESP)

The ESP and its associated Environmental and Social Requirements (ESRs) set out the ways in which the EBRD implements its commitment to promoting “environmentally sound and sustainable development”. The ESP and the ESRs include specific provisions for clients to comply with the applicable requirements of national laws on public information and consultation, and to establish a grievance mechanism to receive and facilitate resolution of stakeholders’ concerns and grievances, in particular, about the environmental and social (E&S) performance of the client and the project. Proportionate to the nature and scale of a project’s environmental and social risks and impacts, the EBRD also requires its clients to disclose information, as appropriate, about the risks and impacts of projects or to undertake meaningful consultation with stakeholders and consider and respond to their feedback.

Integrity and compliance

The EBRD's Office of the Chief Compliance Officer (OCCO) promotes good governance and ensures that the highest standards of integrity are applied to all of the Bank's activities in accordance with international best practice. Integrity due diligence is conducted on all Bank clients to ensure that projects do not present unacceptable integrity or reputational risks to the Bank. The EBRD believes that identifying and resolving issues in the project assessment and approval stages is the most effective means of ensuring the integrity of Bank transactions. OCCO plays a key role in these protective efforts andhelps to monitor integrity risks in projects post-investment.

OCCO is further responsible for investigating allegations of fraud, corruption and misconduct in EBRD-financed projects. Anyone, either within or outside the Bank, who suspects fraud or corruption should submit a written report to the Chief Compliance Officer by email to compliance@ebrd.com. OCCO will follow-up all matters reported. It will review all matters reported. Reports can be made in any language of the Bank or of the Bank's countries of operation. Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (for example, through the client’s project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the mechanism is: to support dialogue between project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or the project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
