Overview

Provision of up to USD 54 million EBRD sovereign loan to the Government of Jordan for the benefit of the Water Authority of Jordan, to finance the rehabilitation, optimisation and expansion of the Shallala Wastewater Treatment Plant (WWTP) in northern Jordan. The Project is expected to be co-financed with an investment grant made available by other donor partners that will contribute towards the financing of the overall Project cost.

Due to rapid population growth, increased wastewater generation and aging infrastructure, the existing Shallala WWTP is hydraulically and organically overloaded and is unable to consistently meet Jordanian effluent discharge and reuse standards. The plant's effective capacity is currently constrained, resulting in deteriorated treatment performance, particularly under peak flow conditions.

Project Description

Project Objectives

The Project will upgrade and expand the WWTP to an ultimate average treatment capacity of approximately 30,500 ms/day, sufficient to meet projected wastewater inflows up to around 2050. It will restore compliance with national standards, improve treatment reliability and climate resilience, and enable the safe reuse of treated wastewater for irrigation, contributing to environmental protection and Jordan's longiterm water security objectives.

Primary Quality - Green. The project will deliver material environmental benefits by rehabilitating and expanding the Shallala WWTP to restore compliance with Jordanian effluent and reuse standards. The upgraded facility will reduce pollution loads, improve treatment performance under peak flows, and enable the reliable reuse of treated wastewater for agriculture in a highly wateristressed area.

Secondary Quality - Well governed. The project will strengthen the capacity of Yarmouk Water Company in KPIibased monitoring of water infrastructure performance under its supervision.

Environmental and Social Summary

Category B (2024 ESP). The Project comprises the rehabilitation and expansion of the existing Shallala WWTP within its current footprint, with the objective of increasing the overall treatment capacity with approximately 80,000 population equivalents (PE), up to a total of about 240,000 PE. The feasibility level environmental and social assessment confirmed that potential impacts are site specific, largely temporary, predictable and readily mitigated through standard ESAP measures. No additional land acquisition is required, and no involuntary resettlement is envisaged; no Natural or Critical Habitat will be affected.

The Project will help achieve improved treatment performance and consistent compliance with national wastewater and reuse standards and EU Urban Waste Water Treatment Directive, reducing uncontrolled discharges and pollution of soil and water resources, production of treated effluent suitable for unrestricted agricultural reuse, supporting water security in a highly water stressed context, climate mitigation and energy efficiency benefits through restored anaerobic digestion and combined heat and power (CHP), enabling capture and utilisation of biogas and reducing net greenhouse gas emissions, reduced odour nuisance, improved sludge management and enhanced public health protection for nearby communities and short term employment during construction and strengthened institutional and operational capacity of the utility.

The ESDD was based on an Environmental and Social Assessment performed by an external consultant as part of the Feasibility Study preparation and consisted of review of the existing environmental permitting documentations, site visits, meetings with relevant stakeholders and project personnel. Potential risks and impacts are limited and manageable and include temporary construction phase impacts such as dust, noise, traffic disturbance and occupational health and safety risks, community health and safety risks related to construction traffic and works interfaces, operational impacts associated with odour, sludge handling, chemical use and potential spills if not adequately managed, and localised biodiversity risk related to the presence of a single nationally protected tree near the site access, requiring site specific protection measures. No significant cumulative, transboundary, irreversible or resettlement related impacts have been identified.

Environmental and social risks will be managed through Project design and implementation measures consistent with ESR1iESR4, ESR6 and ESR10, including: design measures to maintain continuous treatment during rehabilitation works, improve inlet screening and sludge handling, and incorporate odour control and secondary containment systems, a Construction Environmental and Social Management Plan (C ESMP) covering air emissions, noise, waste, traffic management, community and occupational health and safety, and emergency preparedness, an Operational ESMP that will ensure aligning to the 2024 revised EU Urban Waste Water Treatment Directive (UWWTD) performance standards, addressing effluent quality, sludge management, odour control, chemical handling, energy use and climate performance monitoring, specific biodiversity protection measures for a single tree natural monument by establishment of a buffer zone and no go area around it, with construction phase monitoring, establishing and implementing labour management procedures and worker and community grievance mechanisms.

Stakeholder engagement to date has been limited, reflecting the Project's location within an existing operational facility and the absence of land acquisition or displacement. A Stakeholder Engagement Plan (SEP) has been prepared in line with ESR10.

An Environmental and Social Action Plan (ESAP) has been agreed and includes, inter alia: confirmation of ESMS arrangements and E&S capacity; implementation and monitoring of mitigation measures during construction and operation; and regular E&S reporting to the Bank.

Technical Cooperation and Grant Financing

Pre-signing

Environmental and Social Policy (ESP)

The ESP and its associated Environmental and Social Requirements (ESRs) set out the ways in which the EBRD implements its commitment to promoting “environmentally sound and sustainable development”. The ESP and the ESRs include specific provisions for clients to comply with the applicable requirements of national laws on public information and consultation, and to establish a grievance mechanism to receive and facilitate resolution of stakeholders’ concerns and grievances, in particular, about the environmental and social (E&S) performance of the client and the project. Proportionate to the nature and scale of a project’s environmental and social risks and impacts, the EBRD also requires its clients to disclose information, as appropriate, about the risks and impacts of projects or to undertake meaningful consultation with stakeholders and consider and respond to their feedback.

Integrity and compliance

The EBRD's Office of the Chief Compliance Officer (OCCO) promotes good governance and ensures that the highest standards of integrity are applied to all of the Bank's activities in accordance with international best practice. Integrity due diligence is conducted on all Bank clients to ensure that projects do not present unacceptable integrity or reputational risks to the Bank. The EBRD believes that identifying and resolving issues in the project assessment and approval stages is the most effective means of ensuring the integrity of Bank transactions. OCCO plays a key role in these protective efforts andhelps to monitor integrity risks in projects post-investment.

OCCO is further responsible for investigating allegations of fraud, corruption and misconduct in EBRD-financed projects. Anyone, either within or outside the Bank, who suspects fraud or corruption should submit a written report to the Chief Compliance Officer by email to compliance@ebrd.com. OCCO will follow-up all matters reported. It will review all matters reported. Reports can be made in any language of the Bank or of the Bank's countries of operation. The information provided must be made in good faith.

Independent Project Accountability Mechanism (IPAM)

If efforts to address environmental, social or public disclosure concerns with the Client or the Bank are unsuccessful (for example, through the client’s project-level grievance mechanism or through direct engagement with Bank management), individuals and organisations may seek to address their concerns through the EBRD’s Independent Project Accountability Mechanism (IPAM).

IPAM independently reviews project issues that are believed to have caused (or to be likely to cause) harm. The purpose of the mechanism is: to support dialogue between project stakeholders to resolve environmental, social and public disclosure issues; to determine whether the Bank has complied with its Environmental and Social Policy or the project-specific provisions of its Access to Information Policy; and where applicable, to address any existing non-compliance with these policies, while preventing future non-compliance by the Bank.
