Project description

The Pambukovica Dam Project is a multipurpose infrastructure initiative in western Serbia, primarily aimed at flood protection and secondarily at supporting irrigation and sediment retention. The project involves the construction of a 27.5-meter-high earth embankment dam on the Ub River, approximately 21 km upstream from its confluence with the Tamnava River, spanning the cadastral municipalities of Pambukovica, Radusa, and Gola Glava.

The dam will create a reservoir with a total volume of 8.15 million m³, enabling flood mitigation, irrigation of 2,225 hectares, ecological flow maintenance, and sediment control. Phase 1 includes dam construction and road realignment, while Phase 2 (not currently financed by EBRD) envisions an irrigation network.

The Bank is financing the project through a sovereign loan to the Republic of Serbia (the “Borrower”), represented by the Ministry of Finance. The implementing agency is the Public Water Management Company “Srbijavode”, operating under the Ministry of Agriculture, Forestry and Water Management.

The Project is expected to deliver significant transition impact (“TI”) by enhancing climate resilience, supporting sustainable agriculture, and aligning with EBRD’s Green Economy Transition objectives. Green is selected as a primary TI quality.
