Project Description

The EBRD is providing a senior unsecured loan of up to EUR 5 million to NOA Sh.a., a non-bank microfinance lending institution in Albania, for on-lending to agribusinesses. The proposed transaction is the first project under the Albania Agribusiness Support Facility (AASF). The Loan will be complemented by a First Loss Risk Cover (FLRC), contributed by the Government of Albania, and technical assistance to NOA for capacity building and to NOA's existing and potential clients for advisory services. The Project will improve access to finance for the underserved farmers and agribusinesses in Albania.

Project Objectives

The Project will enhance access to finance for agribusinesses in Albania by addressing the financing gap as one of the main challenges for the sector's development.

Transition Impact

The transition impact will derive from market expansion by increasing lending to farmers and agribusinesses, and transfer of skills by providing capacity building, product development and marketing outreach support to NOA and advisory services to NOA's existing and potential clients.

NOA Sh.a. (NOA) is a microfinance institution (MFI) incorporated in Albania. It provides loans to clients, mostly in rural areas across the country.

NOA is 99.99% owned by NOA Holding, which in turn is 100% owned by NOA Cooperatief (NOA Coop) that owns directly the remaining 0.01% of NOA Sh.a. NOA Coop is owned by two microfinance investment specialists, BFSE Holdings B.V. and Creation Investments Antilles N.V.

Environmental and Social Summary

Categorised FI. NOA, under the Agribusiness Support Facility, will be required to adopt and implement EBRD's Environmental and Social Risk Management Procedures for Corporate, SME and Micro Lending, comply with Performance Requirements (PRs) 2, 4 and 9 and submit Annual Environmental and Social Reports to the Bank on the implementation of the E&S Procedures and the PRs.

Technical Cooperation

The Project will be accompanied by a comprehensive technical cooperation package to provide support to NOA for capacity building, product development and marketing outreach. In addition, Advisory services to the sub borrowers will be provided by the Small Business Support Team with the aim of facilitating access to know-how and non-financial-development services to agribusiness SMEs in areas ranging from strategy, operations to quality management specific to the agribusiness sector. Finally, the package includes an assessment of any potential Agribusiness sector bottlenecks hindering access to finance and potential follow-on capacity development activities.
