Project Description

The EBRD is considering a senior loan of up to EUR 40 million to Raiffeisen factoring d.o.o in Croatia (“RFC”) for the purpose of providing factoring services to SME and corporate clients in Croatia.

Transition Impact

The project supports factoring finance to SMEs as an alternative funding channel to help improve liquidity. The increasing demand for factoring products results from the adoption of Croatia’s inaugural factoring legislation in August 2014 that has created a legal framework for the product.

Providing financing to companies in Croatia through factoring and supporting the further growth of factoring and supply chain financing in terms of both volumes and customers served will contribute to easing liquidity pressures many businesses have been facing as a result of the prolonged waek economic climate. It also contributes to freeing up of working capital needed for the continuation of business activity and for further expansion of SMEs.

The EBRD participation builds on the Bank’s policy dialogue, which has resulted in the legislative framework approved in August 2014. A continuation of the policy dialog with the regulator to ensure the implementation of the Factoring Law and the preparation of the secondary by-laws is instrumental in sustaining and assisting the further expansion of factoring in Croatia.

Raiffeisen Factoring d.o.o. incorporated in Croatia is 100%-owned by Raiffeisenbank Austria d.d. Zagreb.

Environmental and social categorisation, impact, and mitigation

Categorised FI (ESP 2014). Raiffesen Factoring Croatia (RFC) is an existing client of the Bank and is compliant with requirements of PRs 2, 4 (health and safety) & 9. Under existing exposure with the Bank, RFC is applying the Bank’s Environmental & Social Procedures for Factoring, which includes assigning appropriate management and staff resources for the implementation of the procedures and establish a process for dealing with external communications on environmental and social matters. RFC will be required to continue to comply with the EBRD's E&S requirements, ensure sub-projects meet national environmental, health and safety and labour regulations and standards and submit annual environmental and social reports to the Bank.
