Project Description

The Bank is considering a loan of up to US$ 5.9 million to Sagat Energy LLP to finance the completion of construction and grid connection of the 11MW cogeneration gas-engine based power plant in Atyrau, Kazakhstan.

Project Objectives

The operation will enable Sagat Energy LLP to complete the construction of the 11MW power plant to serve the local power load in the Atyrau oblast.

Transition Impact

The project is expected to achieve a positive transition impact primarily by demonstration of new replicable behaviour and activities, as well as setting standards for corporate governance and business conduct.

The project will have a demonstration effect of a new highly efficient distributed generation technology that may also improve stability and quality of local network.

The project is based on modern technology and could be considered Best Available Techniques (BAT) for electricity and cogeneration efficiency, as well as level of pollutants of flue gas emissions.

The power plant will attain international environmental and social standards by implementing the agreed Environmental and Social Action Plan.

Sagat Energy LLP, a Kazakhstan registered project company, established for the construction and operation of the 11MW power plant in Atyrau, Kazakhstan. Sagat Energy LLP is 100 per cent owned by First Montana Capital AG.

Environmental and Social Summary

Category B. Environmental and social issues associated with the construction of a small gas fired combined heat and power plant at an existing industrial site, are site specific and readily identified and assessed.

An independent consultant has been commissioned to undertake the Bank's Environmental and Social Due Diligence (ESDD). The ESDD confirmed that the project is not located in a sensitive area or near sensitive receptors, such as protected or residential areas. The Company will utilize existing infrastructure and impacts associated with infrastructure are limited to construction process. Overall, the ESDD confirmed that environmental and social impacts are limited and that Sagat Energy LLP will install state-of-the-art technology.

The ESDD also concluded that the Project is structured to comply with the Bank's Performance Requirement (PRs) and the Company has the institutional capacity to fully implement the Bank's PR's. Based on the ESDD an Environmental and Social Action Plan (ESAP), a Stakeholder Engagement Plan (SEP) and a Non-Technical Summary (NTS) have been developed and agreed for the Project.

The NTS will be disclosed by the company prior to submission of the Project for the Board approval.

The Bank will monitor the implementation of the ESAP.

Technical Cooperation

Energy efficiency audit conducted under the Thermal Power Generation Efficiency Improvement and Sustainable Development of the Power Sector Programmes. EUR 57,000, financed by the SSF.
