Project Description

The EBRD is considering providing financing for the construction of a greenfield Light Commercial Vehicle plant by Volkswagen AG near Września in Poland. The plant will have a capacity of up to 100,000 vehicles, employ around 3,000 staff, cover an area of 220 ha and include a body shop, a paint shop, an assembly line and a supplier park. The plant will produce the new Crafter model. Construction started in 2014. Start of production is expected in the second half of 2016.

Transition Impact

The project is expected to lead to follow-up investments by VW’s suppliers in Poland and other countries of operations of the Bank, spread know-how and foster high operational, environmental and health & safety standards along the regional supply chain in which a large share of the added value is generated.

The project contributes to the transfer of skills to the Polish economy by supporting the expansion of local R&D activities and by supporting Volkswagen’s pioneering vocational training and education initiative as well as its dual university education programmes in Poland. This will also help the EBRD to showcase the importance of vocational education and training to address youth inclusion to other EBRD countries of operations.

The Client

The beneficiary of the Bank’s financing will be Volkswagen Poznań, a fully-owned subsidiary of Volkswagen AG. Volkswagen Poznań operates three automotive plants in Poznań. It also manages the construction of new plant in Września (ca. 50km west of Poznań) and will operate it.

Environmental and social categorisation, impact, and mitigation

Categorised A. The project is the construction of a new greenfield car plant. Due to the size, location and cumulative impacts, the project required an Environmental and Social Impact Assessment (ESIA) in accordance to the Bank's Environmental and Social Policy prior to Board consideration. A fit for purpose ESIA was disclosed on the 19 May 2015.

The project is located on former agricultural land within a Special Economic Zone and no resettlement was associated with the project development. A local EIA has been prepared and relevant permits have been granted by the local competent authority.

An independent consultant has been retained to undertake an Environmental and Social Due Diligence (ESDD) of the Project. The ESDD confirmed that the company has the institutional capacity to fully implement the Bank’s Performance Requirements and current VW operations in Poland comply with best international practice. The project will have limited impacts on any protected areas, and is structured to comply with the Bank’s Performance Requirements, National and EU environmental legislation. This includes the EU EIA Directive, the EU Habitats Directive as well as relevant sector Best Available Techniques (BAT) requirements as required by the EU’s Industrial Emissions (IE) Directive. The ESDD confirmed that the project is structured to comply with the Bank’s Performance Requirements.

Based on the ESDD an Environmental and Social Action Plan (ESAP) has been agreed with the company. The company has commitment to implement VW corporate EHS management systems and fully comply with EU and Polish environmental standards.

The Bank will monitor the project with a visit in 2016 as part of the plants commissioning audit.

Project description

The EBRD is considering providing a loan up EUR 250 million equivalent in Polish zloty for to fund the capex ‎and research and development of the new VW greenfield plant in Białężyce, near Września, Poland, approx. 50km east of Poznań.

The plant will manufacture the Crafter, a light commercial vehicle, and consist of a body shop, a paint shop, an assembly line, a logistics centre, a supplier park and facilities for prototype production, quality assurance and auxiliary services with a combined output capacity of potentially 100,000 light commercial vehicles per year. It is planned to be the only Volkswagen Group plant to manufacture the Crafter which is sold in Europe, North and South America, Asia and Africa.
